Role Overview:

The FOIA/Privacy Project Manager oversees all aspects of the Freedom of Information Act (FOIA) and Privacy program operations, including staffing, workflow management, quality control, risk management, and reporting. This role serves as the primary point of contact for the Contracting Officer's Representative (COR) and leadership, ensuring that all activities comply with federal statutes, regulatory guidance, and agency requirements. The Project Manager must be fully versed in FOIA processes, lifecycle management, records handling, and privacy compliance.

Responsibilities:

Program Oversight & Leadership
  • Lead day-to-day FOIA/Privacy program operations, ensuring timely and accurate request processing.
  • Manage staffing levels, task assignments, employee performance, and workload forecasting.
  • Coordinate with COR, VA leadership, and internal stakeholders to ensure transparency and accountability.

FOIA Lifecycle Management
  • Oversee intake, search, review, redaction, and response processes for FOIA requests.
  • Ensure compliance with FOIA, Privacy Act, federal records requirements, and agency policies.
  • Monitor and maintain workflow tools, tracking systems, and reporting dashboards.

Quality Assurance & Risk Management
  • Implement quality control procedures to ensure accuracy, legal sufficiency, and consistency.
  • Identify risks, operational bottlenecks, and areas for process improvement.
  • Develop mitigation strategies and corrective action plans.

Stakeholder Engagement
  • Serve as primary liaison with COR, government leadership, and external partners.
  • Prepare and deliver program reports, metrics, briefings, and performance updates.

Training & Continuous Improvement
  • Provide training to staff on FOIA processing, privacy requirements, and records management.
  • Develop SOPs, desk guides, and process enhancements to improve efficiency and compliance.


Required Minimum Qualifications:

Education:
  • Bachelor's degree in Business, Public Administration, Information Systems, Legal Studies, or related field.
  • Substitution: Four (4) years of relevant experience may substitute for degree.

Experience:
  • Minimum of three (3) years managing teams or federal support operations.
  • Minimum of one (1) year supporting FOIA, records management, privacy, or compliance programs.
  • Substitution: Demonstrated FOIA workflow experience may substitute for certifications.
  • Experience with systems such as FOIAXpress, PAL, CaseTrack, eDiscovery tools, Relativity, SharePoint, or similar.

Certifications:
  • PMP preferred; Lean Six Sigma or Records Management certifications a plus.

Knowledge & Skills:
  • Expert understanding of FOIA and Privacy Act requirements and workflows.
  • Strong organizational, communication, and problem‑solving skills.
  • Proficiency with FOIA tracking systems, redaction tools, and document management platforms.
  • Understanding of:
  • Federal records management (NARA guidelines)
  • Privacy Act and PII handling procedures
  • Section 508 compliance as it relates to document accessibility

Security Clearance Requirements:
  • Public Trust, Moderate Risk, or other clearance level depending on the agency
  • Ability to pass background checks or suitability screenings

Nice to Have Qualifications:
  • PMP preferred; Lean Six Sigma or Records Management certifications a plus.


This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance.
