About The Role
Peraton requires Operations Managers to support the Special Operations Command Information Technology Enterprise Contract (SITEC) - 3. This position is located at Stuttgart, Germany (SOCEUR) and requires TESA approval.
The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM, its Component Commands, its Theater Special Operations Commands (TSOCs), and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe 24x7x365.
The Operations Manager (SR) will coordinate contractor teams supporting Tactical Mission Network (TMN) capabilities in support of the SOCEUR J6 mission. This role will integrate efforts across engineering, network operations, cybersecurity, and platform support personnel to ensure TMN systems and services are effectively delivered, maintained, and aligned with mission requirements across multiple security domains.
The Operations Manager will collaborate with government stakeholders and partner organizations to support the integration of TMN capabilities into planning activities, exercises, and operational events. The position will facilitate coordination between technical teams and mission partners to ensure network capabilities, data sharing services, and supporting infrastructure are available and functioning as intended.
This role will provide leadership and guidance to technical personnel supporting TMN capabilities, helping synchronize activities across development, sustainment, and operational support functions. The Operations Manager will help establish processes that improve coordination between technical teams and mission stakeholders while supporting interoperability and collaboration with partner and coalition networks.
Additionally, the Operations Manager will coordinate with service management functions including incident, change, and configuration management to ensure operational stability, maintain service performance targets, and support timely resolution of issues affecting TMN capabilities. The position will serve as a key contractor coordination point for TMN-related activities supporting the SOCEUR J6 mission.

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

- Coordinating with SOCEUR directorates including J65 (Plans and Engineering), J37 (Exercises), and J33 (Operations) to support the integration of TMN capabilities into planning, exercises, and operational activities
- Managing personnel and technical resources to support both daily operational requirements and participation in customer-sponsored initiatives, exercises, and operational events
- Ensuring Service Requests and operational tasks are properly assigned, tracked, and resolved in accordance with established priorities and Service Level Agreements (SLAs)
- Facilitating coordination between assigned teams and supporting work centers to enable collaborative troubleshooting, rapid problem resolution, and sustained service availability
- Developing and implementing cross-training initiatives to strengthen technical depth, improve operational resilience, and ensure continuity of TMN support capabilities
- Establishing and maintaining strong working relationships with senior leaders, operational planners, and mission partners to communicate technical capabilities, operational requirements, and integration opportunities
- Developing, maintaining, and continuously improve Standard Operating Procedures (SOPs) supporting TMN operations, deployment, and sustainment activities
- Reallocating resources and prioritize efforts to address evolving mission requirements, operational surges, and project support needs
- Assessing and recommending improvements to operational toolsets, platforms, and technologies used to support collaboration, troubleshooting, situational awareness, and mission integration
- Coordinating with service management functions including incident, change, and configuration management to maintain operational stability and meet service performance targets
- Integrating technical and operational information from multiple sources to provide comprehensive situational awareness of TMN capabilities, operational status, and mission support activities
- Briefing senior leaders and mission stakeholders on TMN capabilities, operational readiness, and integration opportunities supporting SOCEUR and partner mission requirements
- Maintaining working knowledge of Command and Control (C2) and Common Operational Picture (COP) systems to support integration of TMN technologies into operational environments and coalition mission networks
Qualifications
Required Qualifications:
- Minimum of 10 years experience with any degree or 11 years of relevant experience with HS diploma to meet TESA requirements
- DoD TS/SCI clearance is required for this role
- DoD 8570.01-M IAT II certification
- Demonstrated experience supporting network operations, mission systems, or enterprise IT service delivery in a complex operational environment
- Experience managing and coordinating multi-disciplinary technical teams supporting network, platform, or mission systems operations
- Experience working with senior leaders and operational stakeholders in environments with high operational tempo and demanding mission requirements
- Broad technical understanding of enterprise IT environments, including technologies such as Windows Server, Active Directory, virtualization platforms, network infrastructure (e.g., Cisco), and collaboration platforms
- Experience with IT Service Management (ITSM) platforms, including BMC Remedy ITSM/ITSRM; ServiceNow experience preferred
- Experience developing and maintaining standardized operational procedures, technical documentation, and operational processes supporting enterprise or mission networks
- Experience coordinating incident response, change management, and operational service delivery in a mission or enterprise IT environment
- Familiarity with Microsoft Azure cloud services, including foundational knowledge of cloud architecture and platform capabilities (e.g., Azure Fundamentals certification preferred)
- Working knowledge of tactical situational awareness and mission applications, including systems such as WinTAK and ATAK
- Experience supporting Special Operations Forces (SOF) missions or SOF-aligned organizations
- Experience supporting data and information sharing across distributed or tactical network environments, including integration of mission data between enterprise and edge networks
