Description
Leidos has an opening for a Product Manager supporting Enterprise Data Transport (DT) and Cross Domain Solutions (CDS) within the U.S. Air Force Cloud One Architecture & Common Shared Services (ACSS) program. Under Cloud One ACSS, the Leidos team delivers enterprise cloud architecture, foundational shared services, secure data exchange capabilities, and standardized transport solutions enabling mission systems across multi-cloud and hybrid environments.
The DT/CDS Product Manager will support and manage the lifecycle of secure data transport architectures and cross-domain capabilities that support DoD Impact Levels (IL2–IL6), classified and unclassified environments, and multi-cloud interoperability. This role ensures secure, resilient, and compliant movement of data across networks, domains, and cloud service providers in alignment with DoD Zero Trust and data-centric security strategies.
You will collaborate with network architects, cybersecurity engineers, cloud platform teams, and government stakeholders to deliver scalable and secure data transport and cross-domain solutions across AWS, Azure, GCP, OCI, and hybrid infrastructures.
Ideal candidates will have the ability to travel to the Tewksbury, MA area as needed.
Primary Responsibilities:
Data Transport Architecture (DT)
Lead lifecycle management of enterprise data transport services including:
-Secure network connectivity (VPN, Direct Connect, ExpressRoute, FastConnect)
-Encrypted data-in-transit solutions (TLS, IPSec)
-Software-defined networking (SDN) integration
-Enterprise message queuing and data streaming platforms
Cross Domain Solutions (CDS)
Support integration and governance of approved Cross Domain Solutions for:
-One-way and bidirectional data transfers
-Guard technologies
-File transfer and API-based domain crossing
Security & Compliance Integration
Zero Trust & Data-Centric Security
Stakeholder Engagement & Governance
Documentation & Enterprise Communication
Develop and maintain:
-Data transport reference architectures.
-Cross domain integration guides.
-Secure configuration baselines.
-Compliance documentation artifacts.

- Define and maintain the product vision and roadmap for Data Transport and Cross Domain capabilities within Cloud One ACSS.
- Align DT/CDS services with Department of the Air Force Data Strategy, Zero Trust Architecture, and DoD Enterprise Cloud initiatives.
- Establish standardized data movement and domain-crossing architectural patterns across multi-cloud and hybrid environments.
- Ensure interoperability between commercial cloud, on-premises, and classified networks.
Data Transport Architecture (DT)
Lead lifecycle management of enterprise data transport services including:
-Secure network connectivity (VPN, Direct Connect, ExpressRoute, FastConnect)
-Encrypted data-in-transit solutions (TLS, IPSec)
-Software-defined networking (SDN) integration
-Enterprise message queuing and data streaming platforms
- Support resilient architectures for high-availability and low-latency mission data flows.
- Support multi-region and cross-cloud data replication strategies.
- Standardize network segmentation and secure routing policies aligned with Zero Trust principles.
Cross Domain Solutions (CDS)
Support integration and governance of approved Cross Domain Solutions for:
-One-way and bidirectional data transfers
-Guard technologies
-File transfer and API-based domain crossing
- Ensure compliance with DoD Raise-the-Bar (RTB) standards and cross-domain accreditation requirements.
- Partner with Authorizing Officials and security teams to maintain accreditation for CDS capabilities.
- Define inspection, filtering, sanitization, and auditing requirements for domain-crossing workflows.
Security & Compliance Integration
- Ensure DT/CDS services comply with RMF, FedRAMP High, DoD SRG, DISA STIGs, and NIST 800-53 controls.
- Support IL2–IL6 secure connectivity and domain separation requirements.
- Integrate transport telemetry into enterprise monitoring and SIEM platforms.
- Support logging, auditing, and anomaly detection frameworks for data movement activities.
Zero Trust & Data-Centric Security
- Enable identity-aware networking and policy-driven transport controls.
- Support micro-segmentation and least privilege network access.
- Enable encryption at rest and in transit across cloud and hybrid architectures.
- Align data tagging, labeling, and classification controls with enterprise governance policies.
Stakeholder Engagement & Governance
- Serve as primary liaison between government leadership, network architects, cybersecurity teams, and cloud engineering stakeholders for DT/CDS capabilities.
- Translate mission requirements into prioritized transport and cross-domain service enhancements.
- Conduct executive briefings on risk posture, compliance status, performance metrics, and roadmap maturity.
- Participate in architecture review boards and Integrated Product Teams (IPTs).
Documentation & Enterprise Communication
Develop and maintain:
-Data transport reference architectures.
-Cross domain integration guides.
-Secure configuration baselines.
-Compliance documentation artifacts.
- Publish standardized patterns for secure multi-cloud data exchange.
- Maintain transparency across roadmap maturity, risk mitigation strategies, and operational performance.
Basic Qualifications:
- Bachelor’s degree and 8+ years of experience in networking, cybersecurity, or cloud architecture or a Masters with 6+ years of applicable experience.
- 3+ years of experience in product management.
- Active DoD Secret clearance required; Top Secret preferred.
- DoD 8570.01 IAT Level II certification required prior to onboarding.
- 3+ years of experience supporting secure network architecture and/or Cross Domain Solutions.
Strong understanding of:
- Secure network transport protocols (TLS, IPSec, BGP).
- Cloud connectivity services (Direct Connect, ExpressRoute, Interconnect).
- Cross Domain Solutions and guard technologies.
- Network segmentation and Zero Trust networking.
- Encryption and key management principles.
- Experience supporting RMF and IL4/IL5 ATO processes.
- Experience operating in Agile and DevSecOps environments.
- Strong executive-level communication skills.
Required Certifications:
- AWS Certified Data Analytics—Specialty or Google Professional Data Engineer or Databricks. Certified Data Engineer Associate or similar.
- Certified Information Systems Security Professional (ISSAP preferred).
- Certified Scrum Product Owner (CSPO) or equivalent.
- SAFe Product Owner/Product Manager (POPM) or Agile certification.
- Preferred Certifications:
- Certified Information Systems Security Manager (CISM).
- Certified Information Systems Auditor (CISA).
- CCNP Enterprise or CCNP Security.
- Cloud Security certifications (AWS, Azure, GCP, OCI Security).
