Responsibilities

Sabre Systems, LLC is seeking a Proposal Manager to support and manage assigned proposals, ensuring the delivery of compelling and compliant submissions. The Proposal Manager will assist in driving the proposal effort, contributing to the entire proposal lifecycle from planning through source selection award. We are looking for someone with strong organizational skills and the ability to effectively collaborate with a diverse team of professionals.

Duties and Responsibilities:
  • Manage multiple proposals simultaneously, coordinating proposal team resources, delivery schedules, outlines, and compliance matrices.
  • Ensure that strategy, themes, and discriminators developed by the Capture Team are reflected in proposals.
  • Collaborate with key stakeholders, technical teams, and executives to coordinate team-wide proposal contributions.
  • Schedule and participate in color team reviews, providing guidance on compliance.
  • Support post-submission activities such as lessons learned, responses to Evaluation Notices and BAFO requests, and document management.
  • Coordinate with business leads to organize and participate in Black Hat, Blue Team, and proposal strategy sessions, providing feedback on proposal readiness to enhance the Pwin.
  • Maintain an active and archive proposal repository and ensure all materials are documented in accordance with company processes.
  • Apply document formatting and copy-editing expertise to produce polished, professional, and compliant proposal submissions.
  • Leverage AI tools to streamline proposal development workflows, improve content generation, and enhance efficiency across the proposal lifecycle.

This position requires a flexible schedule, strong organizational skills, and the ability to maintain order and attention to detail through fast-paced delivery schedules with a variety of internal and external team members. Candidates must be in the DC Metro or Southern Maryland area and able to commute to the office as needed.

Qualifications

Requirements:
  • Minimum 3 years of professional experience in Federal contracting business.
  • Minimum 2 years of experience as a Proposal Manager or in a proposal management support role.
  • Bachelor's degree at a minimum; a degree or additional experience in a technical discipline, English, business development, marketing, or communications is a plus.
  • Strong collaboration and communication skills.
  • Proficiency in MS Office, SharePoint, Adobe Acrobat, and MS Excel.
  • Strong document formatting and copy-editing skills, with an eye for detail, consistency, and professional presentation.
  • Demonstrated experience using AI tools (e.g., generative AI writing assistants, summarization tools) to support proposal development and content workflows.
  • Experience supporting IDIQ contract vehicles and Task Order proposal responses.

Preferred Requirements:
  • Experience with Shipley capture methodology and/or other structured proposal development frameworks.
  • APMP Foundation Certification desired.
  • Ability to obtain and maintain a DoD Secret Clearance.

Bonus Requirements:
  • Graphics experience, including proficiency with tools such as Adobe Illustrator, InDesign, or similar, to support the development of proposal graphics, infographics, and visual aids.

Compensation Statement

At Sabre Systems, LLC, compensation is based on factors such as location, qualifications, experience, and contract-specific requirements; however, final compensation will be determined by individual qualifications and applicable contract terms. The general salary range for this position is as follows: $95,000.00 - $125,000.00
