We are recruiting for an onsite Senior Program Analyst to support the Capital Asset Management (CAM) function at the VA Long Beach Healthcare System. This role supports data-driven planning, space analysis, capital planning, and strategic project documentation tied to hospital operations, facility planning, and SCIP-related efforts. The position supports engineering and medical center planning objectives and reports within the CAM environment.

Position Responsibilities

Execute data-related project tasks under direction of the CAM Supervisor.
Organize and analyze data using spreadsheets and/or relational databases.
Support Space Assessment Requests (SAR) and Strategic Capital Investment Planning (SCIP) efforts.
Develop deliverables, org charts, training materials, briefs, and visual aids for leadership and stakeholders.
Examine large datasets to identify trends and present findings that support strategic decisions.
Conduct research in VA databases and software for space and patient projection information.
Write formal reports assessing current-state hospital support, laydown, and space usage.
Translate facility and space requirements into multi-year project plans.
Review the VALB Master Plan, identify changed priorities, and document recommendations.
Summarize recommended projects and major space moves across a 10-year planning horizon.
Present recommendations and changes to leadership.
Participate in scoping sessions and working groups with hospital services.
Identify areas requiring SME input and help finalize plans of action.
Provide progress updates and formal documentation of completed work.
Support space management site surveys and assist with planning/execution of space moves due to renovations, construction, or user requests.
Build visualization products and briefing materials for executive leadership, VISN, national VA leadership, NGOs, and political stakeholders.
Coordinate with Public Affairs on short- and long-term communications strategies for projects.
Review assessments and recommendations for compliance with federal regulations and standards.
Support pre-SCIP planning documentation, including utilities and facility information, using AutoCAD and Revit when needed.
Develop mitigation strategies to reduce operational disruption during project execution.
Develop cost estimates tied to pre-SCIP investigations and disruption impacts.

Required Qualifications

Bachelor’s degree
2+ years of experience with data analytics
At least 1 year of experience with project management and/or data analytics
Knowledge of data mining/data warehouse processes, data modeling, R or SAS, SQL, statistical analysis, database management/reporting, and data analysis
Familiarity with Microsoft Office Suite, especially Excel, PowerPoint, Word, and Outlook
Familiarity with Patient Centered Care culture in healthcare
Experience working with commercial or hospital systems in master planning or strategic planning

Preferred Qualifications

Familiarity with AutoCAD
Familiarity with Microsoft Project
Familiarity with Revit
