Duties

As a Subject Matter Expert for all Inspector General (IG) programs, this role serves as a key advisor on the Inspection System, Commander's Inspection Program (CCIP), Unit Self-Assessment Program (USAP), Complaints Resolution Program (CRP), and the Fraud, Waste, and Abuse (FWA) Program. The position involves overseeing comprehensive IG programs that independently evaluate the mission readiness, efficiency, and discipline of the Wing. It provides timely and impartial information to leaders at all levels. Leveraging extensive knowledge of the Wing and its Geographically Separated Units, this role develops policies and objectives that align IG programs with the goals of the Wing Commander, Joint Force Headquarters, and higher commands. It establishes metrics and analyzes complex data from systems like the Management Internal Control Toolset (MICT) and the Inspector General Evaluation Management System (IGEMS) to identify risks and ensure compliance. The position includes supporting the Wing IG in managing a wide range of functions, coordinating with multiple agencies, and improving processes that affect the Wing Commander's mission-critical decisions. It also involves quality control of the Commander's Inspection Report and authoring agreements to support all IG programs. To enhance openness, this role involves participating in public meetings, newcomer sessions, and various Wing assemblies. The position performs IG duties according to the Quality Standards for Inspection and Evaluation, identifies deficiencies, and recommends policy modifications to higher headquarters. This position is responsible for planning and executing complex programs that support the Wing's CCIP. It organizes and conducts independent evaluations of high-risk mission areas to identify issues affecting readiness, efficiency, and compliance. By analyzing data from various sources, it develops a comprehensive Risk-Based Sampling Strategy to help commanders allocate resources effectively. A primary duty is creating a wing-wide inspection and exercise plan to inform leadership of mission shortfalls. As needed, the role plans and conducts specialized inspections, including By-Law, Special Emphasis, and nuclear assurance inspections. It coordinates with the Wing Inspection Team (WIT) to develop realistic exercise scenarios and ensures the thoroughness and impartiality of all findings. The position requires training in derivative classification to handle sensitive materials and is responsible for determining grades, conducting out-briefs, and preparing written reports. The role oversees the Wing's self-assessment program by developing goals through detailed analysis of the USAP and IG data systems. It ensures the USAP effectively informs the CCIP about the Wing's overall health and fosters a culture of critical self-assessment and corrective action. This includes developing and providing guidance and training to Commanders, program managers, and system users across the Wing. This position supports commanders in building robust self-assessment programs to meet regulatory requirements. It also oversees the administration of MICT and IGEMS, safeguarding sensitive and classified information. In coordination with the Director of Inspections, it synthesizes inspection data to mitigate risk and drive policy changes through the Commander's Inspection Management Board. The role compiles data and trend reports to advise the Wing Commander on the Wing's overall compliance and health and manages the waiver process. It helps develop and implement local guidance to ensure the prompt and proper resolution of investigations. It involves investigating a variety of complaints from military members, civilians, and the public. The position manages complex complaint analyses from start to finish, conducting interviews and research to determine if allegations are substantiated. Responsibilities also include reviewing investigation reports for accuracy, ensuring the confidentiality of the IG Program, and managing the Automated Case Tracking System. The role provides training to IG personnel and the base populace on their rights and responsibilities. This position coordinates with Wing leadership to identify and assign personnel to administer effective inspection and complaints resolution programs. As an SME on IG force development, it advocates for selecting functional experts with exceptional judgment and moral character for these high-trust positions. It ensures that personnel selected have the appropriate security clearances and a clean record. The role involves developing and administering local IG and WIT training, overseeing initial and continuation training to meet all requirements, and coordinating class attendance with higher headquarters. The position is tasked with fostering an environment where team members are empowered to contribute to mission success and ensuring all data is captured for trend analysis and benchmarking.

GENERAL EXPERIENCE : Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively.

SPECIALIZED EXPERIENCE : 2 year specialized experience that gives the member the ability to oversee various complex IG activities, develop policy, and advise the Wing IG on effectively implementing The Inspection System, to include the Commanders' Inspection Programs (CCIP), as well as the Complaints Resolution, and Fraud, Waste, and Abuse (FWA) Programs. Work products impact a wide range of agency activities.
