Duties

The primary purpose of this position is: To serve a Knowledge Management Specialist reporting to the A3 Director of Operations of an 1st Air Force Service (AFNORTH/AFSPACE). Provides technical guidance and advice to the Director and staff on operational level Information Management (IM) and Knowledge Management (KM) policies, governance, initiatives, and related matters to most effectively apply decision-making processes to achieve the operational mission. Serves as a liaison with external agencies and industry partners to facilitate the leveraging of world-class knowledge management practices. Performs office automation support using multiple automated programs and software, such as databases, spreadsheets, and graphics, in support of the administrative and clerical work.
  • Serves as a Knowledge Management Officer.
  • Plans and organizes multi-faceted support to the Operations Directorate.
  • Prepares, researches, and delivers comprehensive presentations.
  • Collaborates with leadership to streamline policy formulation and guidance.
  • Performs administrative work in support of the organization.

  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
  • Previous headquarters level adaptive and crisis action planning experience is preferred.
  • Position required to perform other related duties as assigned.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Must be able to obtain and maintain a secret security clearance.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge and skill in applying analytical and evaluative methodologies and techniques in order to assess Battle Staff and A3 Operations knowledge management requirements that support accomplishing the command's strategic and operational mission goals and objectives. Comprehensive knowledge of strategic and operational Knowledge Management (KM) concepts, principles, and best practices involved in the development of organizational programs and processes, information technology, incorporation of change management into KM activities, and the ability to apply a variety of qualitative and quantitative methods and techniques for the assessment, validation, and improvement of Battle Staff processes and mission effectiveness, sufficient to: to coordinate accurate and concise staff products during normal and crisis operations (such as plans, briefings, and analytical reports) and organize resulting general-officer operation synchronization meetings in a high-stress, short-deadline environment. Knowledge of Air Force crisis response processes; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as the US Coast Guard, Federal Emergency Management Agency sufficient to coordinate Battle Staff Operating Procedures and IM/KM plans

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Thorough knowledge and skill in applying analytical and evaluative methodologies and techniques in order to assess Battle Staff and A3 Operations knowledge management requirements that support accomplishing the command''s strategic and operational mission goals and objectives.
  • Comprehensive knowledge of strategic and operational KM concepts, principles, and best practices involved in the development of organizational programs and processes, information technology, incorporation of change management into KM activities, and the ability to apply a variety of qualitative and quantitative methods and techniques for the assessment, validation, and improvement of Battle Staff and A3 Operations processes and mission effectiveness.
  • Ability to coordinate accurate and concise staff products during normal and crisis operations (such as plans, briefings, and analytical reports) and organize resulting general-officer operation synchronization meetings in a high-stress, short- deadline environment. A working knowledge of AF/joint operational planning process, Joint and Service structure, mission, objectives, and organizational functions to effectively implement and maintain KM policies, procedures, and governance in order to optimize KM processes.
  • Knowledge of Air Force crisis response processes; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as the US Coast Guard, Federal Emergency Management Agency sufficient to coordinate Battle Staff Operating Procedures and IM/KM plans.
  • Skill in office functions/application of automated systems and data standardization requirements, procedures, projects, documentation, and techniques sufficient to prepare and review correspondence, screen telephone calls and visitors, maintain supervisor's calendar, and perform other substantive or administrative work of the organization.
  • Ability to communicate effectively, both orally and in writing, using various communication media to communicate process improvement, change management, KM, innovation cultivation, information technologies and collaborative lesson learned concepts, processes, and procedures to establish, implement, and maintain proactive KM.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
