Overview

Program Manager (JXNQ 2026-):

Bowhead is seeks a Program Manager to join our team in supporting a newly awarded contract at the Naval Surface Warfare Center (NSWC) Crane Division. This contract will support the Weapon Systems Training Branch (JXNQ). JXNQ provides training support for various Department of Defense (DOD) entities including the United States Special Operations Command, NAVSEA, USMC, US Army, USAF, and Foreign Military Service Program Offices. JXNQ provides technical support to USN Special Warfare, Special Operations Forces, Naval Expeditionary Combat Command, Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare, and other DOD agencies. This position will support new equipment training, various report generation, logistics documentation, training plans, training curriculum and associated documentation, computer based training, technical inspections, field maintenance support, and equipment troubleshooting. The Program Manager will coordinate project operations, analytical support, deliverables tracking, task management, support the development of milestones and objectives and ensure adherence to applicable task areas or technical instructions.

Responsibilities

Essential functions will include:

  • Explain policies, purpose and goals of the contractor's organization to subordinates
  • Formulate and reviews strategic plans and deliverable items, determines contract costs and ensures conformance with standards
  • Actively assures the implementation and compliance of the Quality Assurance Plan
  • Engages in regular face-to-face meetings with the COR, and provide required reports and documentation to the COR in a timely manner
  • Overall planning, direction and success of major projects, systems development efforts, and research or technology initiatives which have great significance to the activity's and agency's needs.
  • Being accountable to oversee results of multi-functional project teams that include logisticians, instructors, technical writers, and instructional systems designer.
  • Monitors project to ensure work scope, schedule, and budget are well defined and maintained.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • Other duties as assigned.


Qualifications

  • Bachelor's and 10+ years of relevant experience is required
  • Experience in validating technical and financial reports, analyzing metrics and identifying areas for improvement
  • Project Management Professional (PMP) Certification is preferred
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills, problem solving skills and good judgment
  • Prior experience supporting NSWC Crane is required


Physical Demands:
  • Must be able to lift up to 50 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically


SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
