Job Description
- Responsible for examining, analyzing, and interpreting accounting data, records, and reports to advise on statistical trending, forecast improvement opportunities, identify and remediate audit issues, develop performance measures, and improve financial performance
- Responsible for reviewing reconciliations and reports to ensure accuracy and timeliness, drafting policy on operating accounting and financial reporting matters, and providing timely and accurate financial management records to reduce errors.
- Responsible for providing assistance and guidance on specifications and regulatory requirements for the management of accounting operations and resolving significant financial management problems.
- Responsible for preparing financial data calls and developing financial management assessment tools such as benchmarking metrics, scorecards, and dashboards.
- Responsible for analyzing data and conducting internal audits to validate accounting reports and ensure reports contain timely, accurate, and complete financial information.
- Responsible for maintaining knowledge of all audit matters affecting financial operations.
- Responsible for assuring fiscal transactions comply with OMB, GAO, and Treasury requirements and that records and statements fully disclose program financial results.
- Responsible for evaluating and determining accounting data requirements.
- Responsible for developing procedural manuals, methods, and directives for the validation of accounting data.
- Responsible for maintaining comprehensive review and analysis of executive, legislative, and regulatory actions to ensure data requirements are imposed and met in a timely and efficient manner.
- Responsible for coordinating and evaluating accounting studies and analyses to determine legal and regulatory compliance, workflow, and other financial considerations.
- Responsible for analyzing current financial processes to identify opportunities to improve quality, efficiency, and performance.
- Responsible for establishing review criteria to improve audit efficiency and designing processes to strengthen financial operations and internal controls and reduce audit risk.
- Responsible for ensuring audit readiness by identifying process weaknesses and implementing corrective actions to prevent or eliminate audit deficiencies.
- Responsible for assisting in the development of project plans to achieve FSD strategic planning objectives.
- Responsible for monitoring financial management requirements and audit reviews to identify potential areas of audit scrutiny.
- Responsible for continuously assessing accounting and budget processes to improve productivity and reduce audit risk through standardization and automation.
- Responsible for assisting in drafting authoritative financial management policy and guidance, including proper matching of revenue and expense using methodologies such as accrual accounting and depreciation.
- Responsible for monitoring compliance with established USMS and DOJ financial management policies and procedures and ensuring updates are disseminated to appropriate personnel.
- Responsible for advising management on accounting and financial management matters.
- Responsible for preparing, submitting, and inventorying recurring internal and external financial management reports.
- Responsible for tracking OIG audit taskings and coordinating timely preparation and submission of audit responses for FSD.
Qualifications
- Bachelor's degree in Accountant required
- Five (5) years of specialized experience related to financial management and accounting duties required
- Professional knowledge of financial management, accounting, and budgeting principles with ability to apply to complex tasks
- Demonstrated analytical, problem-solving, and data management skills, including the ability to query and manipulate financial systems
- Strong communication, organization, and interpersonal skills with proficiency in Microsoft Office Suite (especially MS Word and MS Excel)
PREFERRED QUALIFICATIONS
- Experience supporting federal financial management operations, preferably within DOJ or similar law enforcement agencies
- Knowledge of OMB, GAO, and Treasury financial reporting and compliance requirements
- Demonstrated experience with audit readiness, internal controls, and OIG audit coordination
- Experience developing financial dashboards, scorecards, benchmarking metrics, or other performance management tools
- Active or prior federal security clearance preferred
