Summary/Objective

Five Stones Research Corporation (5SRC) is seeking energetic candidates to join our established and growing Huntsville-headquartered team.

Essential Functions
  • Primary duty: Program-level facilities operations and capital planning support, including developing scopes of work, prioritizing projects, coordinating mission-critical schedules, and conducting budgetary analysis.
  • Exercises discretion and independent judgment on matters of significance, such as cost trade-offs, schedule impacts on testing readiness, vendor selection input, and policy or process improvements.
  • Maintain and update detailed design/justification packages (Chief of Staff/COS) for potential congressionally funded major construction projects. Brief annually to directorate chief to discuss potential formal design funding by Corps of Engineers. Briefing and discussions held during end of fiscal year budget meetings with directorate chief and budget manager.
  • Regularly represents the directorate in coordination with S4 and contractors, with authority to recommend actions and influence outcomes.
  • Plans, evaluates, and makes recommendations to engineers on new testing or upgrade requirements, including cost data and vendor and material recommendations.
  • Writes and submits major facility modification work orders to the S4.
  • Coordinates with the S4 facility manager on upgrade costs; organizes visits with contractors and Garrison Department of Public Works (DPW) engineers to develop scopes of work; and schedules work around testing requirements, considering testing schedules, budget allocations, and facility availability.
  • Inspects buildings at least annually; initiates minor service orders for repairs; coordinates access to test areas to complete repairs; and follows up to ensure repairs are satisfactorily completed.
  • Conducts annual Installation Status Reports (ISR) for DPW and submits them in the DPW database.
  • Advises the Directorate Chief and Budget Manager in identifying priorities for work orders and purchase orders.
  • Coordinates DPW-funded projects within the facilities and supports DPW contractors performing inspections and database updates related to facility and equipment maintenance.
  • Maintains a list of work orders with status and cost information for weekly briefings with the Directorate Chief.
  • Support is provided for 111 buildings totaling more than 800,000 square feet of testing space.

Required Education and Experience
  • High School or GED
  • A minimum of seven to ten (7 - 10) years' experience in test range and/or facility management activities to include conceptual design, integration, planning, and construction of test stands, pads, buildings, or laboratories.
