The Digital Modernization Sector at Leidos is seeking a dynamic Deputy Program Manager (DPM) to support cloud modernization initiatives for the United States Coast Guard (USCG) at Command, Control, Communication, Computer, Cyber, and Intelligence Service Center (C5ISC) in the Alexandria, VA area. This role offers a unique opportunity to lead transformation efforts within a high-impact, fast-paced environment focused on national security and operational excellence.

As DPM, you will work closely with the Program Manager to oversee execution, drive strategic priorities, and ensure alignment with customer goals. You’ll play a key role in managing cost, schedule, and performance while fostering collaboration across technical teams, stakeholders, and subcontractors. Your ability to anticipate challenges, communicate effectively, and lead with agility will be essential to maintaining program stability and delivering mission success.

What You’ll Bring:

  • Primary Responsibilities
  • Collaborate with the Program Manager to coordinate and communicate strategic and tactical priorities for the Coast Guard Mission Cloud; serve as backup during program reviews and support the Quality management process
  • Research and recommend innovative Cloud technologies, methodologies, processes, and systems to continuously improve the CG Mission Cloud, particularly in AWS and Azure.
  • Oversee cost, schedule, and performance for assigned special projects, ensuring alignment with program goals
  • Support financial performance against the Annual Operating Plan, with a focus on staffing, budgeting, and profitability
  • Ensure consistent delivery that meets or exceeds contractual requirements


Primary Tasks
  • Collaborate with the Program Manager to coordinate and communicate strategic and tactical priorities for the Coast Guard Mission Cloud; serve as backup during program reviews and support the Quality management process
  • Research and recommend innovative Cloud technologies, methodologies, processes, and systems to continuously improve the CG Mission Cloud, particularly in AWS and Azure.
  • Oversee cost, schedule, and performance for assigned special projects, ensuring alignment with program goals
  • Support financial performance against the Annual Operating Plan, with a focus on staffing, budgeting, and profitability
  • Ensure consistent delivery that meets or exceeds contractual requirements
  • Build and maintain trusted relationships with customers, developing a deep understanding of their priorities and expectations
  • Ensure compliance with customer and government processes, and maintain accurate forecasting of commitments
  • Partner with Business Development and capture teams to identify and pursue growth opportunities, both new and on-contract
  • Lead team efforts to develop innovative solutions aligned with program and customer needs
  • Manage work authorizations, approve timecards, and monitor labor charging against plan
  • Oversee staff performance, growth, and professional development to maintain a high-performing team
  • Identify risks, implement corrective actions, and ensure resolution of issues impacting project success
  • Manage subcontractor relationships, including funding oversight and invoice/timesheet approvals


Basic Qualifications: 
  • Bachelor’s Degree in a relevant field, e.g. Cloud Engineering, Software Engineering, IT, Computer Science, plus 8+ years of relevant experience, or Master’s Degree in a relevant field plus 6+ years of prior relevant experience.  Must have 5+ years supervising or leading technical teams, projects, or programs. Experience will be considered in lieu of degree. 
  • Direct engineering or operations experience in Cloud environments, particularly federal government Cloud environments
  • Strong experience leading highly technical teams in Cloud environments
  • Experience managing a project/program management office (PMO) or team of project managers
  • Proven experience managing high-tempo technical teams and multi-team environments
  • Demonstrated ability to work independently, prioritize tasks, and manage competing deadlines under pressure
  • Strong organizational, analytical, and problem-solving skills
  • Experience mentoring staff to maintain high performance and morale
  • Proficiency in project management tools (e.g., MS Project, JIRA) and Microsoft Office Suite (Outlook, Word, PowerPoint, Excel)
  • Strong written and verbal communication skills, with the ability to engage professionally across all levels of stakeholders
  • Experience with Agile, Scrum, and/or DevSecOps methodologies
  • Familiarity with engineering and management frameworks (e.g., ITIL, PMP, etc.)
  • Experience with Federal IT management and acquisitions policies, processes, and procedures, particularly in a DoD environment
  • Ability to formulate technical strategies and collaborate with Program Management and customers to improve performance, reliability, and cost-effectiveness
  • Skilled in building consensus, anticipating outcomes, and identifying innovative solutions
  • Demonstrates integrity, respect, agility, collaboration, and commitment to excellence 

 
Preferred Qualifications
  • Active management certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or other relevant credentials.
  • Prior experience supporting DHS, U.S. Coast Guard, DOD, or other federal cloud modernization programs

Pay Range: Pay Range $131,300.00 - $237,350.00
