About The Role

Peraton and its Operational Planning, Implementation and Assessment Services Team is seeking an experienced Cyber Operations Planner - STO Specialist with skills to integrate STO functions and tasks into all facets of USCYBERCOM level planning.

Location: based in Fort Meade, MD as part of USCYBERCOM.

Roles and Responsibilities for this position include:
  • Provide Joint Cyberspace Operations Planning Integrating cyberspace effects into the Operational Information Environment (OIE) to support joint and combined campaigns.
  • Review and evaluate cyber and information operations policy, doctrine, and operational concepts, providing decision-quality recommendations to leadership.
  • Produce concepts of operations (CONOPS), supporting plans, and planning products aligned with USCYBERCOM J39 effects and strategic objectives.
  • IO core, related capabilities, and sensitive operational support and products during day-to-day, combat operations, contingencies, crisis action, disaster relief, and exercises required in supporting operations.
  • Provide information-related Cyber Operations capabilities and sensitive activities into operations orders, annexes, and evaluation/assessment plans.
  • Review, analyze, and advise on impact of national level strategies, policies, and joint doctrine.
  • Develop information-related appendices, annexes, tabs, estimates, etc., including, but not limited to: Joint Special Technical Operations (IJSTO), Cyberspace Operations (CO) and how they integrate into Information Operations.
  • Research, develop, utilize, analyze, and assess all information-related tools and capabilities, including, but not limited to: Cyberspace Operations (CO), and Integrated Joint Special Technical Operations (IJSTO).
  • Provide focused academic outreach, experiments, and scientific application integration.
  • Provide development, planning, staffing, coordination, execution, and assessment of sensitive activities.

Qualifications

Required Qualifications:
  • Bachelor's degree and 8+ years of relevant Cyber Operations Planning experience.
    • An additional 4 years of relevant experience will be considered in lieu of education requirements.
  • Knowledge of Special Technical Operations and how it is integrated into joint operational planning process, military decision-making process, and military campaign plan planning, targeting processes and expertise in developing and accessing tactical and operational level MISO/PSYOP plans and orders.
  • Have a minimum of 5+ years of specific experience of Cyber Operations planning at the service or joint level in support of operations at Combatant Commands or Joint Task Forces - especially in CYBER Operations.
  • Have a working knowledge of cyberspace operations and how to integrate into information operations and cyberspace operations missions, tasks, and overall warfighting functions that support operations, understand how to integrate Joint capabilities, and be capable of synchronizing activities of mutual concern.
  • Demonstrated knowledge of service departments (Army, Navy, Marine Corps, and Air Force) functions and their relationships to CCMD to coordinate MISO/PSYOP actions in appropriate channels, e.g., Army, Navy, Air Force, or Joint.
  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations with inter-agency and intelligence community entities, as well as developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in:
    • Cyberspace Operations
    • Joint Planning Groups (JPGs) and Operational Planning Groups (OPGs/OPTs) supporting joint operational design and execution
    • Producing concepts of operations (CONOPS), supporting plans, and planning products aligned with CCMD J39 effects and strategic objectives
  • U.S. Citizenship required.
  • Current U.S. Passport and able to travel internationally.
  • Clearance: Active Top Secret with SCI eligibility and the ability to obtain a Polygraph.
Preferred Qualifications:
  • Current Polygraph
  • IJSTO Planners Course
  • PDAS Operators Course
  • Recent joint or service level cyber operations planning experience.
  • Current work with USCYBER performing as a STO planner.
  • Familiarity with other core, supporting, and related IO competencies to assist CYBERCOM planners is required.
  • Integrating cyberspace effects into the Operational Information Environment (OIE) to support joint and combined campaigns.
  • Review and evaluate cyber and information operations policy, doctrine, and operational concepts, providing decision-quality recommendations to leadership.
  • Knowledge of military command relationships and command and control (C2) procedures.
  • Able to coordinate STO actions within the proper channels and develop policies that incorporate the principle of C2.
  • Experience coordinating with ACCM Program Managers and Coordinators at the Department of Defense, Joint Staff, Military Departments, Combatant Commands, DOD Field Activities, and inter-agency partners
  • Ability to effectively advise, negotiate and persuade various managers, military officials, and senior leaders and effective at gaining acceptance of recommended concepts, ideas, guidance, policies and regulations.
  • Ability to engage senior leaders and staff and conduct complex briefings to large audiences using oral, visual, & written communications and briefing techniques.
  • Ability to work effectively within a task organized working groups.
  • Completion of one or more of the following:
    • Continuity of Operations (COOP)
    • Joint Cyberspace Operational Planners Course (JCOPC)
    • Joint Operational Design Course (JODC-A)

SCA / Union / Intern Rate or Range

Details

Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
