Location: NUWC Newport, RI (remote acceptable with periodic on-site presence)
Clearance: Active Secret preferred; must be eligible to obtain Secret
Level of Effort: 480 hours per year (~0.25 FTE oversight role)
Estimated Salary Range (FTE Equivalent): $150,000 – $185,000
(Actual compensation will be prorated based on the 480-hour level of effort.)
Position Overview
The Senior Technical Representative (STR) serves as the overall program manager and primary point of contact with the Government Contracting Officer’s Representative (COR) for the Code 70 Business Services contract supporting the Naval Undersea Warfare Center Division Newport.
The STR provides leadership, oversight, and strategic direction for contract execution, ensuring financial, logistics, scheduling, and administrative services are delivered in accordance with contract requirements.
Responsibilities
- Serve as the primary interface with the Government COR and NUWC Code 70 leadership.
- Provide overall program management oversight of contract activities.
- Ensure execution of all SOW requirements including financial management, logistics/property support, scheduling, and office management services.
- Provide leadership and oversight of contractor personnel supporting the program.
- Monitor contract performance, risk areas, and performance metrics.
- Coordinate with corporate leadership and subcontractors to ensure successful contract execution.
- Ensure compliance with Navy reporting requirements and program management processes.
Required Qualifications
- Demonstrated experience managing programs of similar scope and complexity.
- Strong experience in program/project management and financial oversight.
- Ability to independently commit company resources to support contract execution.
- Strong leadership, communication, and stakeholder engagement skills.
Desired Qualifications
- Bachelor’s degree or higher in Business, Finance, Accounting, or related field.
- Five (5) years experience with Navy ERP.
- Three (3) years experience supporting Earned Value Management (EVM).
- One (1) year experience with Navy financial/program systems such as; NEPS, EDC, BEST and AFDA
- Experience supporting NAVSEA or Navy warfare center programs.
