Identifies and implements business development projects relating to new prod

Northrop Grumman Mission Systems (NGMS) Mission Next (MNX) Division is seeking a Business Development Director based out of Baltimore, MD. The primary scope of this job is to create new opportunities and capture programs in both domestic and international crewed and uncrewed teaming market.

Distributed Systems is a strategic organization that drives increased responsiveness and rapid business development in support of the emerging multi-domain Crewed and Uncrewed Teaming market. We are seeking an experienced and strategic team member to lead the successful migration and adoption of our current products for new domestic and international customers. This senior leadership role focuses on orchestrating seamless transitions, ensuring minimal disruption, rapid time-to-value, and strong customer satisfaction. For international transitions, you will closely coordinate with internal strategy, marketing, and design teams to align on localization, go-to-market adaptations, branding, and customer-facing materials. The ideal candidate is a proven leader with connectivity across the Department of War, exceling in managing geographically distributed teams, navigating fast-paced environments with minimal ramp-up, and delivering innovative solutions in customer onboarding/implementation, cross-functional collaboration, and global expansion initiatives.

What You'll Get to Do:
Responsibilities include, but are not limited to:
  • Analyze the national security environment and resulting future customer requirements.
  • Support robust competitive and market analysis and assessments to identify discriminators, support price-to-win activities, and determine resources required to execute new business development activities.
  • Collaborate with NGC Strategy and Business Development organization on customer engagement strategies and execution.
  • Ensure new business activity is carried out in accordance with government, customer, and Northrop Grumman policies, procedures, and processes.
  • Support industry teaming and collaboration across the business areas and industry teammates to accomplish strategic objectives for the mission area.
  • Develop and execute business development plans to influence all aspects of new business capture and Position-to-Win (PTW) through the Business Acquisition Process (BAP) execution - supporting opportunity identification and shaping, threat identification and mitigation, and associated mission area business analysis to drive recommendations.
  • Collaborate across multiple prime and government customers to maximize the re-use current and future Distributed Systems products.
  • Coordinate with design, manufacturing, production and test teams to ensure portability and re-use are considered across the product life cycle.
  • Oversee end-to-end transition strategy and execution for new domestic and international customers to adopt current products, including implementation planning, configuration, data migration (as needed), training, change management, and successful partnerships.
  • Lead engagements across Sector and Divisions for the market research and government approval process for export approval of products ranging from individual mission kit elements to complete weapon systems.
  • Cultivate strong partnerships with sales, product, engineering, customer support, finance, legal, and regional/international teams to secure resources, alignment, and smooth handoffs during transitions.
  • Contribute to pre-sales activities by offering transition expertise, realistic scoping, timeline estimates, resource requirements, and risk profiles for prospective deals.
  • Proactively identify bottlenecks, risks, and improvement opportunities; drive continuous optimization of processes, tools, and methodologies to enhance scalability and efficiency.
  • Support broader company growth by accelerating revenue recognition from new customers and enabling effective, low-friction international market expansion.

    Basic Qualifications:
  • Bachelor's Degree with 12 or more years, Master's Degree with 10 or more years, or PhD and 8 or more years of relevant experience
  • 5 or more years with strategy development, planning, operations, and execution of various U.S. Department of Defense systems.
  • Demonstrated success leading complex, large-scale defense transitions or implementations of mission or weapon systems.
  • Experience as operational lead for collaborative projects across both industry and defense organizations.
  • Outstanding communication, presentation, stakeholder management, and negotiation abilities, adept at tailoring messages for technical, executive, and international audiences.
  • Exceptional leadership and influence skills, with a history of collaborating and driving alignment with C-suite executives, cross-functional teams, and external customers/partners.
  • Experience preparing presentations and materials for executive and stakeholder briefings.
  • Willingness and ability to travel domestically and internationally as required.
  • Must be a US Citizen with a current active DoW Secret Clearance or higher; OR DoE Equivalent
  • Ability to obtain SAP accesses


Preferred Qualifications:
  • Prior service with United States Military and experience with aviation.
  • Experience with programs of record for uncrewed or remotely piloted aircraft.
  • Experience recognizing and responding to executive and stakeholder goals and rapidly develop outcomes supporting sector objectives.
  • Demonstrated success leading complex, large-scale customer transitions or implementations, ideally in SaaS/technology platforms, enterprise solutions, hardware/software ecosystems, or similar complex product environments.
  • Proven experience managing international/global customer rollouts, including multi-time-zone coordination, cultural nuances, localization, and regulatory considerations.
  • Solid knowledge of go-to-market strategies, marketing processes, and design/localization workflows in international contexts.
  • Strong project and program management expertise, with hands-on experience in Agile, Waterfall, or hybrid methodologies.
  • Data-driven and analytical approach, with experience leveraging metrics and insights to inform decisions, optimize processes, and demonstrate impact.
  • Strong track record in stakeholder/customer engagement, cross-functional leadership, and delivering programs in distributed, high-stakes settings with minimal knowledge transfer.
  • Excellent communication, negotiation, and problem-solving skills for unique hardware/software/networking challenges.
  • Proven expertise managing cost, schedule, and technical performance on complex programs, including proposal leadership, Basis of Estimates, SOW development, and risk/technical tradeoff analysis.
  • Ability to obtain and maintain SCI after starting.


Primary Level Salary Range: $194,600.00 - $292,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
