Northrop Grumman's Chief Information & Digital Office (CIDO) is seeking an IT Manager/IT Program Manager (Manager level 2) in support of the Space Systems sector's Launch and Exploration (LED) Propulsion Systems (PS) Business. This PM will serve as a liaison between the Program and the CIDO and will support all CIDO services to the business unit to include oversight of operations and maintenance of existing systems, as well as executing projects to stand up new capabilities. This manager will lead a team of 5+ individual contributors and will be the primary interface between the PS Business Unit Leadership and the CIDO Support team.
The position will be located at the Propulsion Systems location in Magna, Utah. However, it will require frequent (1-2 days per week) off-site work at our other Utah locations (examples: Promontory/Corrine, UT).
Note- The selected candidate will be required to work on-site, full-time, at our facility/campus. This is not a virtual position.
The IT Manager / IT Program Manager leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable LED PS strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as day-to-day IT activity across the business unit. In addition, the Manager / Program Manager, in coordination with the CIDO service lines, are accountable for the delivery of all services that CIDO provides.

Primary Level Salary Range: $126,600.00 - $189,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Lead the creation and continuous refinement of the organization's IT strategy and multi-year roadmap, aligning technology initiatives with business objectives, prioritizing projects based on ROI and risk, and presenting actionable plans to senior leadership for approval and implementation.
- Execute CIDO strategy and operational activities including service delivery, technical requirements gathering, build versus buy analysis, infrastructure solutions and project execution.
- Act as the CIDO business consultant to Propulsion Systems employees and advocate to represent program requirements and concerns to the Space Systems CIDO management.
- Effectively interact with members of the CIDO, Classified IT, and Business leadership teams to optimize strategies to support goals and objectives, including managing budget and costs
- Oversee proposal development, staffing plan development, product and service acquisition and delivery, teaming relationships and communication activities, thereby ensuring timely and cost-effective delivery and customer satisfaction.
- Monitor customer satisfaction with service delivery and engage CIDO resources to assist as required to meet and exceed CIDO service level objectives.
- Coordinate training programs and educational resources for CIDO services and provide ongoing knowledge updates through regular workshops, e-learning modules, and performance metrics.
- Develop strong/empowered relationships with cross functional sector and CIDO groups. Drive and influence simplification improvements while understanding business partner/program business objectives and needs.
- Escalate service actions and associated delivery priorities as required.
- Identify systemic technical and service delivery challenges and then coordinate solutions with CIDO functional representatives; engage constructively to identify solutions.
- Develop, present, and obtain approvals for CIDO budgets, project plans, and functional/business unit initiatives.
- Deliver leadership, peer engagement, and highly effective collaboration across the Space Systems CIDO supporting Space Sector, Division and CIDO enterprise initiatives and projects.

Basic Qualifications
- Master's Degree with 6 years of relevant technical experience; OR a Bachelor's Degree with 8 years of relevant technical experience is required
- Must have a minimum of 3 years of people management/leadership, or program management, experience
- Must have experience with all aspects of IT project management, including cost, risks, and schedule management
- Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or have experience as a liaison interfacing with large enterprise organizations
- Candidates must have a current DOD Secret level security clearance (at a minimum) in order to be considered
Preferred Qualifications:
- The ideal candidate will have a Master's degree in Information Technology, a Security+ CE, and 8 years of Information Technology experience with at least 4 of those years as a supervisor / manager of a team of IT professionals in a classified defense environment
- Broad background in IT Infrastructure, business applications, and operations.
- Ability to perform risk and opportunity analysis and prepare detail cost and technical proposals.
- Experience developing long range technology strategy
- Demonstrated ability to pro-actively identify issues and solutions to those issues and drive issues rapidly to closure.
- Excellent organizational, verbal, and written communications skills.
- Ability to travel up to 10% of the time.
- Active Top Secret/SCI with SAP/SAR access is preferred
