Northrop Grumman Mission System's Engineering and Sciences (E&S) Baltimore and Partnered Sites (BaPs) Division is seeking a Advanced Systems & Technology - Engineering Execution Section Lead to join our team of qualified and diverse individuals. This position will be located in Baltimore, MD and is a full-time on-site position.
What You'll Get to Do:
The individual will be the direct liaison to the Advanced Systems & Technology (AS&T) Operating Unit Director within the Emerging Capability Development Business Unit. The role leads a cross-functional team of Chief Engineers, Engineering Program Managers, and SEIT Leads, overseeing end-to-end program execution throughout the AS&T operating unit. It works closely with Engineering Discipline leadership and Program Management, while also partnering with Manufacturing, Supply Chain, and Mission Assurance to meet key program milestones. Reporting to the Engineering Execution Lead, the incumbent is accountable for technical performance, staffing, root-cause analysis, engineering metrics, process rigor, proposal support, C101 sign-off, and the development of CEACs for all programs within the OU.
This position is contingent on the successful transfer of an active DoD Secret Clearance, the ability to obtain or successfully transfer an active DoD Top Secret and the ability to obtain Special Program Access (SAP).

Primary Level Salary Range: $167,500.00 - $276,500.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Oversee engineering execution across the AS&T portfolio as the lead for all execution activities including NCTA.
- Lead a cross-functional engineering leadership team during proposal, design, build, and delivery phases of AS&T portfolio.
- Maintain an awareness of engineering challenges across multiple programs and ensure robust risk mitigation plans are in place.
- Interpret statements of work assigned by program leadership.
- Provide technical leadership by ensuring the delivery of engineering commitments related to cost, schedule, and technical quality.
- Institute performance reviews, proactive issue tracking, and standardized processes to ensure consistent engineering excellence withing the AS&T OU.
- Develop and execute project budgets and schedules, including Earned Value Management System (EVMS), critical path management, Estimates-at-Completion (EACs), and workload forecasts.
- Interface with engineering discipline sections to secure team staffing.
- Brief internal and customer leadership on progress of work assigned.
- Perform in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings.
This position is contingent on the successful transfer of an active DoD Secret Clearance, the ability to obtain or successfully transfer an active DoD Top Secret and the ability to obtain Special Program Access (SAP).
Basic Qualifications:
- Bachelor's Degree with 10 years of experience, a master's degree with 8 years of experience, or a PhD with 6 years of experience in Science, Technology, Engineering, Mathematics or related technical fields.
- U.S Citizenship is required.
- A current/active DoD Secret Clearance.
- Ability to obtain/maintain an active DoD Top Secret Clearance.
- Ability to obtain Special Program Access (SAP).
- 5 years of progressive engineering experience in the aerospace, defense, or related high-technology sectors.
- 5 years of experience directing multi-function engineering teams to achieve common goals, including planning, risk management, and project performance.
- Proven ability to manage budgets, schedules, and complex technical programs.
- Experience as a Technical lead (e.g. Chief Engineer, SEIT Lead, EPM) in a multi-disciplinary engineering team environment.
- Experience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projects.
- Experience with staffing, engineering metrics and training resources, processes, and tools
Preferred Qualifications:
- Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.
- Active DoD Top Secret Clearance or higher.
- Proven program-management experience leading complex, multi-disciplinary projects from concept through delivery in fast-paced environments.
- Desired Technical Experiences:
- Experience in development of complex RF or Digital systems and sub-systems
- Experience with flight test operations and testing systems in Flight using NG CRJ or Flight Asset
- Experience with EOIR Technology and Applications, Design, Testing, and Modeling
- Experience with Integrated Circuit Design Verification & Tapout
- Experience with development of EW Systems (Specifically EW System Architecture & Software Development)
- Experiences with Artificial Intelligence and applications of Combat Identification Techniques
