Overview

GovCIO is currently hiring for Business Analyst to support budget management/execution, reporting, training and knowledge management at the Department of Veterans Affairs. This position will be fully remote within the United States.

Responsibilities

Must be knowledgeable of financial and project management functions. Develops budgets and work schedules according to project requirements. Responsible for cost estimation and control. Monitors project progress and makes adjustments as needed. Coordinates interdepartmental participation to meet project requirements. Maintains lines of communication among project team members. May be responsible for risk management. Must be available to address the needs of the project effort. May have acquired CAPM(PMI).
  • Direct the collection, validation, and submission of Multi‑Year Planning (MYP) and Budget Operating Plans (BOP) financial requirements, coordinating inputs across multiple IT portfolios
  • Develop budget narratives, Congressional Justification components, and other key documents in support of long‑range strategic planning.
  • Support obligation management, realignments, carryover funding, interest charge reviews, and de‑obligation execution tied to Continued Resolution planning and year‑end closeout.
  • Build, enhance, and maintain advanced PowerBI dashboards for budget execution, administrative funding, Unfunded Requests (UFR) exposure, contract tracking, and year‑over‑year trend analysis.
  • Create and optimize macro‑driven Excel execution trackers, pivot tables, and datasets used for automated reconciliation that integrates multiple VA systems' data, significantly reducing manual validation and improving accuracy for leadership reporting and monthly financial reviews.
  • Develop and deliver SOPs, training materials, and walkthroughs for related to budget/finance and create relevant PowerBI dashboards, and reconciliation processes.
  • Mentor newer staff by providing tools, templates, financial logic explanations, and step-by-step guidance on VA budget execution processes.
  • Participate in advanced trainings applying new knowledge to the IT portfolio processes
  • Reports project progress to management.
  • Responsible for addressing employee and work-related issues relevant to the project effort.
  • Arranges logistics for meetings, conferences, training, and other project-related events.
  • Organizes project committee meetings and prepares the necessary materials, including reports, presentations, agendas and other meeting collateral.
  • Transcribes and records key decisions and action items resulting from meetings.
  • Must be capable of performing various financial analytics including forecasting and variance analysis
  • Gathers, compiles and reports on information relevant to the project.


Qualifications

Required Skills and Experience
  • Bachelor's with 8+ years (or commensurate experience)
  • Advanced proficiency in PowerBI, including data modeling, Data Analysis Expressions (DAX) measures, dashboard design, and dataset optimization.
  • Advanced Excel proficiency with automation capabilities including macros, dynamic dashboards, multi‑system reconciliation tools, and pivot‑table driven reporting.
  • Experience working in IT at at the Department of Veterans Affairs

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
