Duties

  • You will provide direct supervision, mentorship, and performance management for assigned personnel, including developing performance plans, Individual Development Plans (IDPs), and identifying training needs.
  • You will analyze departmental workload, resource allocation (including budget and capital planning), and operational effectiveness to establish and prioritize administrative objectives in support of organizational goals.
  • You will ensure departmental compliance with all applicable regulations and policies, implementing and monitoring risk management strategies and conducting regular process reviews.
  • You will manage all personnel and pay administration functions, ensuring accurate and timely processing of military pay, evaluations, awards, and personnel actions.
  • You will manage the Command's records management program, ensuring compliance with Navy directives, efficient reporting processes, and effective records disposition.
  • You will serve as the primary representative of the Administrative Department at Command-level meetings, providing expert advice and contributing to strategic decision-making.
  • You will provide leadership and direction to assigned staff in the performance of civilian personnel administrative functions.
  • You will assign, prioritize, and monitor the completion of tasks related to recruitment and staffing.
  • You will maintain a strong working relationship with FLTHRO, proactively seeking guidance and ensuring all Command actions are aligned with their policies and regulations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience and knowledge of supervisory principles and techniques, including performance management, employee development, and conflict resolution, to effectively lead and manage a diverse administrative team of civilians and military.

Experience and knowledge of personnel and pay administration regulations, policies, and procedures to manage all personnel actions, ensure accurate and timely processing of military pay, evaluations, and awards, and serve as the primary liaison with Personnel Support Activity Detachments.

Experience overseeing a broad range of administrative functions, including supervision of staff, management of budgets, and coordination of internal and external administrative issues.

Experience and knowledge of Navy records management directives and policies to manage the Command's records management program, ensuring compliance, efficient reporting, and effective records disposition.

Experience and knowledge of civilian personnel administrative processes and a strong working relationship with FLTHRO to serve as the primary Civilian Administrative Support liaison, ensuring all actions are performed in accordance with established policies and procedures.

Experience and knowledge of process improvement methodologies and risk management principles to proactively identify and implement enhancements to departmental efficiency, productivity, and the quality of administrative services, while ensuring compliance with all applicable regulations and policies.
