Duties

  • Establishes, defines, and implements requirements for mission (force) support programs to ensure services and functions are in line with organizational goals and mission requirements.
  • Conducts program improvement initiatives and influences policy changes for assigned functional areas that involve long-range, highly complex, and often sensitive topics.
  • Represents AFOSI PJ with a variety of installation and functional area organizations across all DOD wide (Army, Air Force, Joint bases) serviced installations.
  • Manages the Execution of AFOSI PJ's Compliance Inspections Programs for Mission Support Functions. Advises and supports the Director in the implementation and execution of the Air Force Inspection System (AFIS) and the Management Internal Control Toolset (MIC-T) as they relate to the mission support functions throughout AFOSI PJ.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes using (1)Comprehensive knowledge of military Human Resource Management (HRM) principles, concepts, regulations, and practices, analytical methods and techniques to perform staff and operational program work to resolve HRM problems (2) Developing policy and guidance on practices and procedures related to military personnel actions (3)Evaluating and making recommendations concerning overall plans and proposals for complex projects (4) Acting as a senior subject matter expert/consultant in designing and planning a wide array of projects which will have an impact on the Region's mission accomplishment (5)Designing and conducting comprehensive management studies, and preparing solutions in especially broad, important, and obscure management problems and issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Air Force, DoD, and federal financial, personnel, logistics, communications, computers, and information management processes. Ability to develop supplementation to higher headquarters resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices.

2. Knowledge of safety and security regulations, practices, and procedures to develop logistics annexes to plans, to obtain supplies and equipment for the region, and provide travel assistance to personnel.

3. Knowledge of Air Force logistics management policies and procedures to develop logistics annexes to plans and orders, programming plans, and general support, contingency, and exercise plans.

4. Knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of budget activities in order to relate needs and accomplishments of services activities to anticipated and actual dollar figures in the budget.

5.Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
