SPECIALIZED EXPERIENCE: Applicants must have six months of general experience which includes (1) any type of work which demonstrates my ability to perform the work of the position AND six months of specialized experience equivalent to the NH-03 grade level which includes: Group leader, counselor, or similar work in public and private recreation programs for adults or children such as summer camps, local playgrounds, YWCA and YMCA clubs, Boy Scouts and Girl Scouts, urban community centers, or resort recreational activities; Teacher's aid in elementary school recreation or physical education program, with emphasis on development of general recreational skills and abilities; Aid or assistant assignments in recreation while on active military service; Aid or assistant in the organization and administration of recreation activities, such as preparing activities calendars, maintaining attendance records, and providing information concerning schedules and activities; Summer aid in a State or national park, with duties related to the recreational activities of visitors to campsites, trails, picnic areas, nature and raft centers, and boating and fishing areas (e.g., demonstrating camping techniques and park safety, conducting nature tours, and overseeing farm animal areas provided for children); Sales or stock clerk in a recreation supplies and equipment shop; Aid or assistant in the issuance of authorized property, and in the maintenance of inventory control and accountability for such property in a recreation facility; Aid or assistant in a hotel or resort recreation service, with duties such as setting up areas for games, tournaments, and other organized group recreational activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: 2 years of successful completion of education above high school that includes at least 12 semester hours in courses related to recreation (e.g., basic psychology, group dynamics, physical education, arts and crafts, etc.). NOTE: You must submit copies of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-03 level is required to meet the time-in-grade requirements for the GS-04 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and proficiency in a variety of lifesaving, first aid, and CPR, and associated techniques and procedures as would be acquired through previous experience.
2. Knowledge of swimming and water safety instruction techniques and methods as would be acquired through previous experience.
3. Knowledge of a variety of swimming facility rules, work procedures, equipment, and materials.
4. Ability to plan and organize a swimming program.
5. Ability to communicate effectively orally and in writing.
6. Demonstrated current physical ability to swim to and rescue swimmers of all age groups up to and including adult and to administer CPR to adults, children, and infants
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-04 equivalent to a GS-13 to GS-14.

- Plans, organizes, and implements a well-rounded swimming program.
- Oversees day-to-day operation of swimming facility.
- Rescues and resuscitates individuals in danger of drowning and renders first aid to injuries.
- Oversees general housekeeping of swimming facility.
- Performs gate control and administrative duties.
- Participates in required in-service training and maintains currency, capability, and certification to perform lifesaving and water rescue, to administer basic first aid and CPR, and to provide water safety instruction for the activities and skill levels taught.

- Requires annual Cardiopulmonary Resuscitation/Basic Life Support/Automated External Defibrillator (CPR/BLS/AED) Certification
- Must possess a current and valid nationally recognized lifeguard certification covering lifesaving and water rescue methods, skills, and procedures. Lifeguards on coastal beaches must also have surf-rescue training specified in AFI 34-110.
- Must possess a current and valid nationally recognized instructor certification.
- Must possess a current and valid nationally recognized basic first aid certification.
- Position requires pre-employment screening for swimming ability, rescue skills, and CPR skills.
- Participation in required in-service training and maintenance of physical capabilities to perform rescues throughout the period of employment are conditions of employment for this position.
- If position is identified as having "regular contact with children" (e.g., youth swim lessons instructor) in accordance with public law, a criminal background check must be completed.
- Physical exertion required in effecting a swimming rescue. Must be able to lift and carry 45 pounds and over. Much of the time is spent sitting, standing, or walking; however, bending, lifting, pushing, pulling, kneeling, or reaching is required.
- May provide advice and guidance (e.g., orientation, lesson plans, etc.) to lower grade lifeguards.
- A physical may be required.
