Duties

The primary purpose of this position is to: Serve as a Special Warfare Technical Training Instructor performing all technical training instructor classroom, high risk land based and water-related activities, supporting military and civilian course curriculum development, modification, and/or revision efforts in advanced physical fitness, progressive high-intensity water skills, and/or specialty/supplemental requirements utilizing approved curriculum IAW Air Education and Training Command (AETC) instructions in support of the Special Warfare community.
  • Plans, organizes, manages, and conducts effective classroom academic, and performs intense high-risk land and water based training designed to demonstrate the importance and uses of various tactical applications
  • Plans, develops, executes, and evaluates a comprehensive and effective instructor training program
  • Researches, develops, revises and recommends course material in accordance with established learning objectives
  • Accomplish special projects/additional duties

  • Dive qualification must be DoD awarded; Special Operations Command recognized training preferred. Ideal candidates should possess certifications as dive supervisors and/or dive medical officer/dive medical technician
  • Incumbent is expected to accompany and interact with instructors/student instructors/students during training events to include, but not limited to; field, water, and protracted exercises
  • Incumbent is expected to project a professional image and be capable of personal fitness to compliment training interaction and credibility
  • Training occurs in physically challenging environments in all weather conditions and all times of day
  • Long-distance running, swimming, lifting up to 100lbs, load carrying movements may be required, often moving over, around, or through obstacles
  • Instruction will take place in outdoor/indoor training laboratories and will require demonstration and participation in a full range of physical fitness, operational techniques and combat agility skillsets/requirements
  • Incumbent will be subject to inclement weather conditions including freezing or extreme heat and/or humidity
  • Position requires individual to be proficient in medical physiology relative to hypoxic episodes/events and pressure laws/injuries applicable to underwater breath-holding and free-diving environments
  • Ideal candidate should have certifications/experience in dive physiology and conducting endurance swimming training programs, both surface and sub-surface
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED:
  • Position requires individual to be highly physically fit and capable of near competitive levels of endurance, stressing all fundamentals of fitness (strength, endurance, cardio, flexibility, composition). Individual should have a minimum of 3 years direct experience conducting progressive physical training programs with regiments involving calisthenics, resistance (weights), core strength, running, swimming, water confidence and combat agility type fundamentals. Incumbent must successfully complete a pre-employment physical and periodic re-examination as required and provided by the employer
  • May be required to work on special projects as directed by the supervisor
  • Must be able to obtain and maintain the appropriate security clearance
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
  • Employee is required to wear all uniforms provided by the employer and must wear and maintain uniform items in accordance with specified standards. The employee will be expected to maintain grooming standards and present a professional image at all time
  • Employee is required to work an uncommon tour of duty. This position mandates irregular work schedules with night and/or weekend training activities (e.g., employee may be required to work 12 hrs/day, five days per week and often at night)
  • Employee must successfully maintain annual/recurring training requirements specified for the position and provided by employer. Courses include Law of Armed Conflict, Explosives Safety, Professional/Unprofessional Relationships, Suicide Prevention and any others that may apply

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • . Minimum of an Associate's Degree from a regionally or nationally accredited post-secondary institution in the discipline or in combination with appropriate work experience (1Z AFSC specific or Technical Training Instructor CCAF degree) and the methods and techniques of instruction is highly desirable
  • Instructor Supervisor and Master Instructor highly desirable

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, or LL.M., if related. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. Develops, plans and teaches a variety of difficult and complex courses with multiple subject-matter areas.

2. Knowledge of Special Warfare and Combat Dive requirements at a practical to advanced level to include: Strength and conditioning, water skills/confidence (surface and sub-surface), dive terminology/tables, dive physics and underwater dive principles. Knowledge, skill and ability to asses, evaluate and apply safety and real-time Risk Management (RM) mitigation processes to inherit high-risk training activities conducted in multi-tasking, dynamic environments.

3. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel.

4. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training issues. Ability to apply standard practices and techniques to solve a variety of problems through application of accepted methods.

5. Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

6. Skills in organization and communication to develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare presentations and/or briefings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
