Duties

  • Manages various issues related to munitions at the BMGR, Gila Bend AFAF, and other locations within the responsibility of 56 RMO.
  • Manages multi-million-dollar projects related to cleanup and removal of ammunition, explosives, and dangerous articles all the BMGR.
  • Serves as Luke AFB and BMGR representative for improvement of the range clearance effort and implementation of several rules and regulations regarding munitions.
  • Serves as technical expert on munitions management for day-to-day operations and long-range planning for the BMGR.
  • Develops and presents briefing packages, conducts site tours, and prepares a variety of related reports.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Munitions Disposal Specialist, Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the laws, regulations, and policies regarding munitions clearance and residue management. Ability to apply new scientific findings, developments, and advances, and solve complex problems. A general knowledge of environmental laws/policies related to land management. Comprehensive knowledge and skills to develop or refine solutions or recommendations to complex problems; take actions that have a significant impact on the existing program; project development trends and future needs; and extend existing techniques or develop new approaches managing munitions and target residues on a military tactical aviation training range.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. , if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of explosive ordnance disposal methods and techniques is required. A graduate of the US-Neval-Explosive
    Ordnance Disposal-School with experience with a military explosive ordnance disposal team clearing munitions from active-
    tactical aviation training-ranges is desired. Knowledge of conventional munitions commonly used on fighter aircraft.
  • Knowledge of the laws, regulations, instructions, policies, and proposed rules regarding munitions management is required, on Air Force training ranges, desirable.
  • General knowledge of DoD range management responsibilities, including environmental compliance, natural and cultural resource management, and military use of airspace is desired.
  • Experience coordinating with multiple agencies, organizations, and contractors to achieve objectives.
  • Skill writing statements of work, evaluating contractor proposals, and managing work performed by contractors to include reviews of technical documents.
  • Ability to research scientific and state-of-the-art equipment to improve the range munitions identification and clearance, such as robotics, special purpose vehicles, shape charges, and other equipment. Ability to communicate, both orally and in writing, to include presentations to technical and lay audiences, and ability to use common computer software, such as word processing, spreadsheets, presentation graphics, and database.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
