The Systems Engineer (SE) will be a member of the Sponsor's Payroll Migration Team, providing IT support to the government Program Manager overseeing a high-priority, large-scale effort to migrate the Sponsor's payroll to a shared service provider.
The SE's primary responsibilities consist of, but are not limited to, the following:
- Lead technical discussions with interface partners in assessing the current and future states of payroll applications and systems.
- Analyze the current state of the Sponsor's payroll applications, systems, and interfaces.
- Assist in identifying and documenting payroll business processes and perform data mapping from current-state payroll systems to future-state payroll systems.
- Assist in documenting all internal and external payroll interfaces associated with the payroll applications and systems.
- Design the future state of all the Sponsor's payroll applications. systems, and interfaces.
- Perform data mapping and analysis of current data fields against a shared service provider's requirements needed to support payroll processing.
- Assist with designing and building a cloud-based bi-directional interface with the payroll shared service provider.
- Address issues related to systems integration, compatibility, and multi-platform environments.
- Work with business and technical partners to deliver robust systems that meet stakeholder needs.
Qualifications
- Must possess and be able to maintain a TS/SCI clearance with Polygraph
- BS 10-12, MS 8-10, PhD 5-7 or relevant experience (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline
- Analytical and conceptual skills; ability to develop original concepts or theories for various projects
- Experience designing and adapting technology solutions to meet user needs.
- Ability to logically and systematically convert customer or product requirements into comprehensive system solutions that acknowledge technical, schedule, and cost constraints
- Extensive experience in systems and network design and development
- Demonstrated experience with developing or migrating large-scale enterprise projects to an AWS private cloud-hosting environment
- Demonstrated ability to multitask and work independently; self-starter
- Experience in successful lifecycle software development projects
- Ability to translate stakeholder needs and requirements into software solutions that involve multiple interfaces and supporting data repositories
- Strong customer service and teamwork skills, and the ability to collaborate within a cross-functional team
- Demonstrated ability to adjust to changing priorities
- Ability to analyze and study complex system requirements, including:
- Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications
- Applying concept of operations set of disciplines for the planning, analysis, design and construction of information systems across a major sector of the organization
- Knowledge of the practical application of engineering science and technology
- Experience with activity and data modeling, transaction flow analysis, internal control and risk analysis, and modern business methods and performance measurement techniques
