As a IT SPECIALIST (POLICY AND PLANNING) at the GS-2210-13/14 some of your typical work assignments may include:
  • The incumbent will develop, implement, and ensure compliance with plans, policies, and standards within an Agile development framework . This includes defining and directing system blueprints using tools like Sparx architecture diagrams and ensuring that the IT infrastructure, including networking, database, and computing environments, establishes a robust framework for managing IT policy and planning applications.
  • The incumbent provides leadership and critically influences service delivery success with other Department of War and Federal agencies, in part by defining and promoting clear strategies for system interoperability. They are responsible for providing IT policy guidance to management and ensuring the rigorous application of information security assurance in the delivery of all IT solutions. - Work includes identifying and addressing IT workforce planning, risk management, and quality management. This involves using JIRA or similar tools for the prioritization, evaluation, and monitoring of work efforts, and providing oversight for software testing and integration testing protocols to ensure product quality and resource allocation are aligned with strategic goals.

  • As an Information Technology Specialist, the incumbent is responsible for interpreting data from complex department systems, including the Business Enterprise Architecture Mapping and the DMDC Information Technology Investment Portal. A good background in Information Technology are essential to effectively analyze this data and develop, implement, and interpret policy regulations to accomplish mission requirements.
  • The Information Technology Specialist give direction and guidance to a team responsible for the planning and execution throughout the product lifecycle. This leadership includes: gathering and prioritizing customer requirements as user stories in JIRA; using tool to create process flows and assist in defining the product vision; and working closely with internal and external stakeholders.
  • The incumbent directs and leads the application of technical skills for the development, acquisition, testing, and fielding of assigned systems. They provide leadership in determining the scope and priority of objectives based on business impact and technical constraints, leveraging their expertise across the full technology stack.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below:
  • Experience managing a product backlog, writing user stories, and defining acceptance criteria using Agile tools like JIRA. - Proficiency in Agile ceremonies (e.g., Sprint Planning, Sprint Reviews) and creating artifacts like process flows and diagrams.
  • A foundational understanding of the software development lifecycle, with the ability to interpret architecture diagrams and system designs.
  • Foundational knowledge of database, networking, and cloud computing (e.g., AWS, OCI) concepts.
  • Experience defining system integration requirements and collaborating with quality assurance teams on software testing, including User Acceptance Test and integration testing.
  • Skilled in analyzing data from DoD information systems to support product development and ensure compliance.
You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 13 grade level in the Federal service as listed below:
  • Proven experience defining and owning the product vision and strategic roadmap, using portfolio management tools to align with enterprise goals and report to senior leadership.
  • Demonstrated leadership in championing Agile methodologies across teams, directing scope, and making priority trade-offs based on technical and business constraints.
  • Expertise in directing the creation and application of architecture diagrams to communicate a product's strategic technical direction.
  • A strong technical background in the software development lifecycle, database, networking, and cloud computing, enabling authoritative guidance on technology and infrastructure decisions.
  • Experience leading complex technical discussions on system architecture, scalability, security, and performance.
  • Extensive experience directing the strategy for system interoperability and leading integration and quality assurance efforts across multiple agencies.
  • Ability to direct the analysis of data from complex, integrated sources to drive strategic decisions and justify IT investments.
