Emergency Management & Readiness Program Manager Responsibilities Include:
- Advises and assists in program management of the Unit Deployment Management (UDM), Emergency Management (EM), in Anti-Terrorism (AT) support and plans, FPCON Measures, Fire and Emergency Services, Disaster Preparedness Plans, Continuity of Operations, Chemical, Biological, Radiological, Nuclear and High-Yield Explosives (CBRNE), active shooter events, and accountability notification requirements.
- Advises on the needs required for Contingency Program Management-related projects supporting the deployment of personnel to applicable combatant commands.
- Supports as required UIC operations at JBSA, newcomer's briefings, Contingency Exercise support, quarterly recall rosters coordination, AFPAAS reporting for Air Force Crisis Action Team (CAT) accountability.
- Develops contingency and disaster preparedness plans to minimize casualties and damage from natural disasters, major accidents, wartime, and other military operations (e.g., extensive COOP planning at JBSA and support as requested from AFCEC personnel).
- Coordinates actions to enable continuation or restoration of vital AFCEC functions and operations.
- Ensures NBC (nuclear, biological, and chemical) protective clothing and devices are available and advise the Government of any requirements through the CAT as required.
- Conducts administrative functions to support deploying personnel in order to accomplish the AFCEC mission in peace or wartime scenarios.
- Prepares and processes individuals for deployments/re-deployments.
- Responsible for the accounting and deployment of logistical items and equipment for AF operations.
- Advises the
- Government on the procurement of deployment equipment specified by organizations or guidance from organizations, maintains this equipment, and distributes individual equipment for deploying personnel utilizing current host base and AFI guidance.
- Prepares implementation plans to meet reporting requirements as contained within the COCOM Unit Prep Message or Pre-Deployment Message (primarily JBSA and coordinates actions with ACC and AFPC).
- Prepares and submits a list of requirements for purchase to AFCEC leadership in support of mobility and readiness requirements.
- Prepares deployable material for customs inspection into or out of the home-station.
- Reports in ART on AFCEC's personnel on a few UTCs and AFCEC's overall monthly Defense Readiness Report System (DRRS) for JBSA.
- Produces Commanders Tool Kit (CCTK) reports as required for Band placement and status of personnel.
- Assists with the preparation of ISOPREP, PRMS for AFCEC personnel.
- Acts as a liaison between other Air Force units that have mobility designations for health assessment of deploying personnel and the individual medical readiness (IMR) databases to ensure that personnel have updated immunization records.
- Coordinates and schedules required pre-departure training with deploying AFCEC personnel and their supervisor.
- Coordinates Tier 1, Tier 2 and Tier 2A training requirements.
- Coordinates with CFSM, ACC, AFPC, COCOMs on AFCEC positions in the respective AORs.
- Liaises directly with AFPC on filling AFCEC's positions in the CENTCOM AOR and deconflict with AFPC on any issues with AFCEC personnel.
- Coordinates with appropriate AFCEC leadership to ensure the proper placement of military personnel into appropriate deployment bands.
- Coordinates with government-designated Commercial Travel Office (CTO), MAJCOM liaison officers, and applicable resource advisors to arrange and/or de-conflict deployment/re-deployment travel.
- Coordinates with applicable offices on deployment issues and maintain mobility folders/documentation.
- Ensures organizational compliance with regulations, laws, policies, and AFCEC leadership directives as applicable.
- Provides support and analysis of AFCEC's mission and internal operations to ensure quality of products and services.
- Provides written and/or verbal recommendations in data analysis for reporting compliance on functional program area management requirements as an expert for compliance-driven policy on subjects such as by-law programs, contingency operations, readiness, deployment, emergency management, and other various reporting systems.
- Makes proactive recommendations on the AFCEC Commander's Inspection Program (CIP) and will provide AFCEC leadership and organizational personnel the right information at the right time to assess risk, identifies areas for improvement, determines root causes, and precisely focuses limited resources, aligned with the Commander's priorities.
- Makes recommendations that will validate and verify that self-assessments are accurate, timely, and independently assess effectiveness of subordinate levels and program, providing critical data to senior leadership about the adequacy of policy, training, manpower and personnel, funds, equipment, and facilities.
- Coordinates the AFCEC COMMANDER'S INSPECTION MANAGEMENT BOARD (CIMB) as required to synthesize the AFCEC CIP data and results in order to mitigate the risk from known areas of non-compliance.
- Advises and provides the Government assessments and reports on the overall readiness, economy, efficiency, and the state of discipline of AFCEC through specified inquiries and inspections.
- Advises the Government on status of reporting upon the discipline, efficiency, economy, and readiness of the organization through the Air Force Inspection System (AFIS), Management Internal Control Toolset (MICT), Inspector General (IG) Evaluation Mgt System (IGEMS), and other systems as required. The Contractor shall utilize IG criteria, associated benchmark systems, information sources, and tools that may be used that include but are not limited to the Automated Readiness Information System (ARIS), DRRS, Time-Phased Force Deployment Data (TPFDD), Military Personnel Data System (MILPDS), or interaction with MAJCOM, Centers, or installation representatives, as required.

Emergency Management & Readiness Program Manager Experience, Education, Skills, Abilities requested:
- Bachelor's Degree or higher.
- 12 of experience in in Emergency Services, WMD, and CBRN defense operations across the full spectrum threat environment with a broad expertise in corporate processes, policies, and programs and expert knowledge in Global Force Management policies, guidance, and strategies.

- Proven skills in assisting in assessing existing product and planned or projected changes to identify and propose revisions based on strategic constructs, Inspector General criteria and associated benchmark systems (i.e., IGEMS, MICT).
- Working knowledge in information sources and tools may include but are not limited to the ARIS, DRRS, TPFDD, MILPDS, or interaction with MAJCOM, Centers or installation representatives.
- Possess a SECRET clearance.
- Must pass pre-employment qualifications of Cherokee Federal.
