POSITION SUMMARY
The EPS Program Manager will oversee the delivery of satellite communications (SATCOM) operations and maintenance (O&M) services for the Enhanced Polar System (EPS), ensuring alignment with strategic DoD missions and global communications requirements. This position requires high engagement with senior government stakeholders, strategic planning, and the capability to lead cross-functional teams across multiple locations (Schriever SFB, CO and Clear SFS, AK). ESSENTIAL JOB FUNCTIONS
- Manage contract support, including funding execution, performance tracking, and compliance with the Performance Work Statement (PWS).
- Oversee program deliverables, status reports, and risk mitigation strategies to achieve contractual and performance goals.
- Ensure process capture, continuous improvement, and refinement of operational procedures.
- Interface regularly with senior government leadership (General Officers, GS-14/15, SES), providing briefings and candid discussions on EPS status, performance, and risks.
- Collaborate with multiple government offices (e.g., DoD, CJCS, USSTRATCOM, USSF) to shape and implement strategic plans, vision, and resource advocacy.
- Direct and mentor cross-functional teams, ensuring optimal staffing, training, and professional development.
- Provide exceptional O&M delivery to support critical no-fail missions, fostering a culture of excellence and accountability.
- Conduct candidate interviews, make hiring recommendations, and oversee onboarding/training processes.
- Lead day-to-day operations of EPS at Schriever SFB, CO, and Clear SFS, AK, ensuring smooth mission execution.
- Maintain situational awareness of evolving mission requirements within the dynamic global nuclear SATCOM user community.
- Coordinate helpdesk functions, communication planning, and system maintenance activities.
- Identify potential roadblocks and develop effective mitigation strategies ("fast lanes" to expedite success).
- Collect and analyze program data/performance metrics, recognizing deficiencies, determining root causes, and implementing improvements.
- Maintain alignment with evolving DoD directives and strategic guidance.
- Form, join, and support partnerships, teams, and coalitions across various stakeholders to achieve EPS objectives.
- Represent the customer's vision and strategy in high-level forums, advocating for EPS program needs and resource requirements.
- Communicate effectively with all levels of the organization to ensure shared situational awareness and coordinated action.
EDUCATION/TRAINING
- Required: IAT Level II Certification upon hire
- CompTIA Security+ (preferred) or equivalent
- Minimum: Bachelor's Degree
- Preferred: Master's Degree or equivalent leadership training
- Additional executive or leadership development coursework in program management, strategic planning, or related domain
EXPERIENCE
- 10-15 years in management and operations within DoD/USG strategic communities, with experience in remote or site-specific management preferred
- At least 5 years' experience in program and/or contract management, overseeing large-scale or high-visibility projects.
- Skilled in coordinating mission-driven operations, with the ability to align team efforts with DoD, CJCS, USSTRATCOM, and USSF strategies.
- Excellent written and verbal communicator with experience supporting executive leaders, facilitating team integration, and documenting operations effectively.
SKILLS/ABILITIES
- Experience leading operations-focused teams, managing multiple projects and aligning resources with operational needs.
- Demonstrated ability to coordinate multiple Program Management Offices (PMOs), operational units, and other offices simultaneously, ensuring synchronized resource advocacy and project management.
- Strong planning, scheduling, and risk management background to support large, multifaceted DoD programs.
- Proven ability to lead diverse teams, delegate tasks effectively, and foster a collaborative work environment.
- Exceptional motivational and coaching skills, encouraging team excellence and professional growth.
- Excellent written and verbal communication skills, able to brief executive stakeholders and produce concise reports.

- Familiarity with DoD systems, networks, and relevant technical domains is desirable.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), project management tools, and collaboration platforms.
PHYSICAL DEMANDS

WORK ENVIRONMENT
- This is an Onsite position that requires work to be performed onsite at an Aleut location.
- Working indoors in an office environment.
- Working both indoors and outdoors, exposed to all weather conditions and potentially austere environments.
- Potentially exposed to electrical or mechanical hazards, elevated work areas, and confined spaces.
- Potential exposure to electromagnetic frequency radiation (EMFR).
SPECIAL REQUIREMENTS
- Must possess a valid and unrestricted driver's license.
- Must be able to pass pre-employment background screening.
- Must be able to pass random drug screenings.
- Must possess and be able to maintain a Top Secret with SCI eligibility clearance.
- Must be able to be cleared for base or site access.
- Must be a US Citizen.
- Must be available for a flexible work schedule, including nights, weekends, and holidays.
