Precise Systems, Inc. is currently seeking a Senior Program Management Analyst to support the E-2D Advanced Hawkeye Production Integrated Product Team (IPT) within PMA-231 at Patuxent River, Maryland. The selected candidate will serve as a key contributor to the Production IPT, providing program management expertise to ensure successful execution of E-2D production contracts, on-schedule delivery of aircraft, and effective oversight of contractor performance. This position requires a proactive analyst capable of tracking complex production milestones, coordinating across government and industry stakeholders, and delivering timely, accurate reporting to program leadership.

The Senior Program Management Analyst performs critical program management and business analysis in support of the E-2D Production IPT. The analyst provides broad support across all aspects of E-2D production program execution, actively participates in IPT activities, collects and interprets technical and financial data related to aircraft production, and delivers recommendations to ensure program success.

Functional Description :

Production Scheduling & Milestone Tracking

• Track and maintain E-2D production schedules, aircraft delivery milestones, and long-range program timelines to ensure program objectives are met

• Monitor production status across active contracts; identify schedule risks, delays, or critical path impacts and develop mitigation strategies and recommendations for program leadership

• Facilitate recurring Production IPT meetings to review schedule status, production metrics, and program priorities; prepare and distribute agendas, minutes, and action item trackers

• Support fleet planning events by collecting, analyzing, and presenting production data in response to evolving operational requirements and Navy priorities

• Coordinate with government and industry stakeholders to synchronize production activities and ensure alignment across contract deliverables and program objectives

Contractor Oversight & Deliverable Tracking

• Monitor contractor performance against contract requirements, key performance parameters, and delivery schedules; identify and report performance trends and risks

• Review and analyze contractor-submitted data deliverables, status reports, and Integrated Master Schedules (IMS) to assess progress and compliance with contract requirements

• Track Contract Data Requirements List (CDRL) submissions and ensure timely receipt, review, and disposition of contractor deliverables

• Coordinate and support program reviews including Program Management Reviews (PMRs), Contract Performance Reviews (CPARs), and other formal contractor-government forums

• Assist in preparation and review of Statements of Work (SOW), Military Interdepartmental Procurement Requests (MIPRs), Work Requests, Requisitions, and DD250s as required to support E-2D production activities

Broad Production Program Management Support

• Prepare and deliver production status briefings, program reviews, and executive-level presentations for program leadership and senior Navy stakeholders

• Develop and maintain standardized tracking tools, reporting templates, and dashboards to improve visibility into production program health and support data-driven decision making

• Support budget execution activities including tracking of obligation and expenditure plans against E-2D production funding profiles, applying PPBE policies and procedures as required

• Review and analyze program planning documents to assess impacts to E-2D production quantities, delivery schedules, and program priorities

• Coordinate senior leadership meetings, teleconferences, and working group sessions; prepare associated read-ahead packages and briefing materials

• Support development and maintenance of program management documentation including Acquisition Program Baselines (APBs), Acquisition Strategies, and program office standard operating procedures

• Provide analytical support across all aspects of the E-2D Production IPT as directed by government leadership

Required Experience:

• At least ten (10) years of experience in program management, technical, or business analysis

• disciplines related to DoD weapon systems acquisition and life cycle management

• Minimum of six (6) years of recent experience in analysis, planning, and program status

• tracking in a defense acquisition environment

• Demonstrated experience supporting production programs, contractor oversight, or acquisition program offices within the Department of Defense

• Familiarity with SECNAV, OPNAV, and OSD forms related to the Planning, Programming, Budgeting, and Execution (PPBE) process

• Demonstrated experience with program/project scheduling, Earned Value Management (EVM), and cost/schedule performance analysis

• Experience with CDRLs, MIPRs, Work Requests, Requisitions, and DD254s is desired

• Familiarity with Naval aviation production programs; experience with E-2/C-2 aircraft programs is highly desirable

Required Education : Senior - MA/MS Degree

Allowable Substitution:

Bachelor's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR

Associate's Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR

Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40-$129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
