This Department of War enterprise data and analytics program delivers mission-critical capabilities that enable leaders across the Department to make faster, better-informed decisions using trusted data at scale. Leidos Digital Modernization sector is seeking an experienced Senior Delivery Manager to support the delivery, enhancement, and adoption of enterprise data and analytics products used across multiple DoD organizations.

In this role, you will work alongside government partners, engineers, and other industry teammates to translate operational and strategic requirements into scalable, production-ready solutions. You will contribute directly to product planning, execution, and continuous improvement—helping ensure capabilities are delivered efficiently, aligned to mission priorities, and positioned for sustained success.

This position offers the opportunity to work on a high-visibility, enterprise program at the intersection of data, analytics, and emerging AI technologies. Primary Responsibilities:
  • Oversee and manage all activities performed by contractor personnel, including subcontractors, to ensure compliance with the Statement of Work (SOW).
  • Drive overall program execution through intentional leadership and leading the team by example.
  • Demonstrated experience with technical program execution and mission capability delivery at mission pace.
  • Act as the secondary interface with Government program authorities and representatives on technical and project issues.
  • Develop procedures, plan, and direct the execution of contractual, technical, multi-disciplinary engineering, programming, maintenance, and administrative support efforts aligned with agile mission delivery.
  • Monitor and report progress on project operations, ensuring alignment with contract deliverables, resource management, and program performance objectives. 
  • Experience driving dependencies and demonstrated experience delivering against a technology roadmap
  • Schedule, coordinate, and host Task Order Kick-Off Meetings, ensuring all relevant topics and deliverables are covered.
  • Prepare and provide Monthly Status Reports (MSR) detailing progress, issues, corrective actions, and financial reporting.
  • Conduct Quarterly Program Management Reviews (PMRs) to brief on technical accomplishments and project status.
  • Develop and update a comprehensive Project Management Plan (PMP) including management approach, SOPs, WBS, risk management, and communication strategies.
  • Manage travel and purchasing requests, ensuring timely submission and Government approval.
  • Support the Government in performing annual SOC1 audits, including preparation of required documentation and reports.
  • Ensure minimal service disruption during transition-in and transition-out phases, providing necessary documentation and support to new performers.


Basic Qualifications:
  • Active Top Secret (TS) clearance with SCI eligibility
  • Bachelor’s degree in Business, Engineering, Information Systems, Computer Science, or related discipline and 15+ years of relevant experience OR Master’s degree in a related field and 13+ years of relevant experience.
  • Minimum of 10 years of experience in program management, including oversight of multi-disciplinary teams and complex projects.
  • Proven experience in managing IT projects within a government or defense environment.
  • Proven experience delivering software, big data and enterprise scale solutions into mission environments
  • Strong understanding of data, analytics, and AI platforms.
  • Excellent communication and interpersonal skills, with the ability to interface effectively with Government representatives.
  • Experience in preparing and delivering detailed project reports and documentation.
  • Ability to manage multiple tasks and priorities in a fast-paced environment.
  • Demonstrated experience leading delivery execution for large-scale Federal or DoD enterprise IT programs spanning cloud, cybersecurity, DevSecOps, and data platforms.
  • Experience managing cross-functional technical teams supporting systems engineering, software development, enterprise data engineering, and cybersecurity operations.
  • Experience executing programs within a SAFe or large-scale Agile framework.
  • Experience overseeing cost, schedule, risk, and performance reporting in cost-reimbursable contract environments.
  • Demonstrated ability to influence program strategy, resolve complex cross-domain issues, and provide guidance to executive leadership.


Preferred Qualifications:
  • Active TS/SCI clearance
  • SAFe Agilist (SA), SAFe Program Consultant (SPC), or related SAFe certification.
  • PMP, PgMP, or equivalent program management certification.
  • Experience supporting enterprise platforms operating across NIPRNet, SIPRNet, and JWICS environments.
  • Experience supporting Zero Trust implementation and DoD RMF authorization processes.
  • Experience leading delivery modernization initiatives in multi-cloud environments (e.g., AWS GovCloud, C2S, SC2S).
  • Experience managing performance-based environments with defined SLAs and measurable service outcomes.


Clearance Required:
  • Must possess an active Top Secret clearance at time of consideration.

Pay Range: Pay Range $154,050.00 - $278,475.00
