Northrop Grumman Mission Systems' new Mission Next Division is seeking a Manager of Supply Chain Programs 2 to lead our Distributed Systems Operating Unit within the Emerging Capabilities Development (ECD) Business Unit. This position will be based out of Baltimore, MD and can offer hybrid flexibility for the right candidate.

This position will lead Global Supply Chain efforts for both USG and IRAD Programs in Distributed Systems, as well as drive multiple proposals efforts for new Awards in an exciting and growing brand new OU. These Programs will be both Development-type and Production-type Programs under a variety of contracting vehicles, including Other Transaction Authority Contracts (OTAs), and will also partner closely with Non-Traditional Defense Contractors (NTDCs) to support our Customers' needs.

What You Will Get To Do:

The individual will be responsible for mission success of their supply chain responsibilities, including Cost Account Management/EVMS and ensure that the Programs' suppliers perform to the committed schedules, terms, conditions, and contractual requirements/specifications and drawings. The position will require the ability to support both Development-type and Production-type Program needs, as well as be able to successfully manage the transition of a Program from Development stage to Production.

This management position will have direct professional report(s), which entail day-to-day direction, oversight of the employee's work product, hands-on training on EVMS and Production-program activities, and individual career development needs. Position requires the ability to lead, recruit, motivate and develop a team. The candidate should understand the aspects of running a Production Program and be able to interact/collaborate with Program and Business Management, Contracts, Engineering, Operations, and Quality to cohesively drive successful program performance.

Position Responsibilities:

Core responsibilities include but are not limited to:
  • Responsible for the capture/proposal, strategy, material finance/CAM management, and execution of all GSC for the Distributed Systems OU, including both Development and Production Programs.
  • Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
  • Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP).
  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
  • Implement strategies and actions to ensure timely delivery of materials and subcontract services in support of program needs, including partnering and collaborating with Subcontracts counterparts.
  • Collaborate with Program Management, Business Management, Mission Assurance, Category Management, and Engineering to ensure successful delivery of material and subcontracted items.
  • Development of negotiation strategies, plans, and coordination to reduce cost and risk while achieving schedule needs of Programs.


Basic Qualifications:
  • Must have a Bachelor's degree and 8 years of related professional/military experience that includes a background in Supply Chain Management and/or Program/Project/Business Management; OR Master's degree AND 6 years of related professional/military experience that includes a background in Supply Chain Management and/or Program/Project/Business Management
  • Cost Account Manager (CAM) Certification and currently leading Earned Value Management responsibilities on a Program
  • Must have a minimum of 3 years experience leading a team, process, and/or projects from conception to completion - can be as a team lead, IPT, and/or manager
  • Experience using MS Office Suite and SAP
  • US Citizenship
  • Must possess an active DoD Secret level clearance


Preferred Qualifications:
  • Experience working on USG Development Programs and IRAD Programs
  • Direct experience interfacing with executive leadership and presenting at the executive level
  • Experience building and/or leading teams, interacting with multifunctional roles/department
  • Experience with complex shop order structures, breakpoints, and IMS.
  • Ability to obtain and maintain Special Program Access.

Primary Level Salary Range: $139,800.00 - $209,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
