Duties
Help
  • You will design and maintain code and higher-level routines that are of a scientific, mathematical, statistical or engineering nature with emphasis on robustness, numerical precision, correctness of method, and machine efficiency.
  • You will develop code in C and UNIX scripts or other operating systems that controls scientific equipment, solves computational problems, manages data flow on complex systems, and controls other computers.
  • You will create, test, and document computer programs for developing state-of-the-art precision timing systems.
  • You will coordinate installation of the computer equipment with vendors, facility support personnel, and official components to ensure physical and IA installation requirements.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Cyberspace Workforce position, work role code 421, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Tier 5 investigation (T5) favorably adjudicated to meet the Navy SCI personnel and security criteria derived from director of National intelligence -- Intelligence community directive 704 (ICD 704).
  • Periodic updates of the T5 will be initiated at four and one half year intervals to determine the eligibility of the incumbent to continue to be granted access to SCI material and data.
  • This position requires access to Sensitive Compartmented Information (SCI) on a continuing daily basis.
Qualifications

GS-12:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience interacting with computer system architecture, system software, computer control, and interface to timing instrumentation.
  • Experience advising system planners on the latest developments and projections in the specialty field.
  • Experience developing applicable equipment standards, specifications, and guides while serving as a staff specialist.
  • Experience analyzing, developing, and recommending the establishment of standards concerning language protocols, system software organization and documentation, program testing, and applications programming techniques to be used throughout the agency.
  • Experience assisting in coordinating the efforts of ad hoc groups working on special procedures development projects; study long range needs and trends; assist in evaluating technical developments with a view to enhancing programmer productivity and improving program reliability and portability; help develop inter- and interagency ADP resource allocation plans.
  • Experience directly developing overall plans, criteria and programming specifications: participate in team efforts in accomplishing the work; integrate efforts with other projects underway; develop and direct information resource management requirements in shared processing environments for functionally distinct groups within the organization.
  • Experience preparing and implementing guidelines applicable to a variety of locally supported hardware and software for an integrated distributed processing database. Will play a key role in formulating policies and in developing and implementing strategies and management guidelines for distributed processing systems.
GS-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • The supervisor provides administration directions with assignments in terms of broadly defined missions or functions. Employees will be given a general outline of the tasks, from which the employee will determine appropriate goals and milestones, subject to review by the supervisor. Conclusion based upon reports from the incumbent will be given considerable weight. Guidelines exist in the form of general agency policy or reference materials, which are sometimes not completely applicable to the assignment.
  • Experience providing and using judgement is required to understand the applications and limitations of guidelines to make limited changes and adaptations.
  • Experience performing work that consists of various projects or studies that involve different and unrelated processes and methods. Decisions regarding what needs to be done are complicated by unusual situations or issues. The employee displays judgment in the modification and adaptation of existing applications and techniques.

Education

GS-12:
There is no education substitution for GS-12.

GS-11:
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Applicants must meet the following Basic Education Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
