Duties
Help
  • Serves as the Associate Director, Defense Logistics Agency (DLA) Office of Small Business Programs (OSBP), for the assigned Major Subordinate Command (MSC) or other subordinate elements.
  • Advises the head of the contracting activity (HCA) on all small business matters and acts as a principal advisor and assistant to the DLA MSC or Element Commander and Deputy Commander in directing and implementing the DLA Small Business Program.
  • Plans, organizes, directs, and participates in reviews of MSC small business and contracting activities, including addressing concerns raised by MSC or DLA senior leaders and internal or external audits.
  • Develops and implements small business education and training for their respective MSC personnel, including senior leaders, whose duties and functions affect the Small Business Program.
  • Represents DLA to support DoD or interagency teams, working groups, committees, and similar bodies to address broad topics that may impact the small business program.
  • Develops and implements processes to coordinate and share information to align MSC small business priorities and enables personnel throughout the command to work cohesively towards common objectives.
  • Develops methodologies and procedures to conduct complex, command-wide reviews and analysis to respond to data calls, Congressional inquiries, and outside investigations or audits.
  • Interprets policy, develops and provides implementation guidance for formulation of acquisition strategies.
  • Develops and implement small business outreach programs.

  • This is an Acquisition Workforce (AWF) Position IAW 10 USC Section 1721 and regulations issued by the Under Secretary of Defense for the AWF.
  • This position requires a Contracting (C) / CON, Professional (Foundational) acquisition certification. The incumbent has 36 months to achieve this certification unless a Position Requirements Waiver is approved to extend the certification period.
Qualifications

To qualify for a Procurement Analyst, your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Contributing to the development and execution of the agency's small business program, including policy and process improvements.
  • Collecting and analyzing data to support contracting strategies and providing informed recommendations for small business initiatives.
  • Serving as an agency representative to industry partners, the public, and the small business community to strengthen engagement and outreach.
  • Conducting and assessing market research to identify qualified small business vendors capable of meeting agency requirements.
  • Leading and coordinating projects by planning, prioritizing, and managing resources to achieve multiple small business program objectives within established guidelines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
