Blue Rose Consulting Group, Inc. (Blue Rose) is seeking a Junior Deputy Program Manager (DPM) to support the management and staffing of our federal IT programs. This role will assist program leadership with recruiting coordination, staffing strategy, client-facing resource management, and operational reporting.
The ideal candidate is highly organized, comfortable working in a fast-paced small business environment, and capable of multitasking, adapting quickly, and supporting multiple program activities simultaneously.
This position will serve as a key point of contact for staffing and resource management while helping ensure programs remain appropriately staffed and operational needs are met.

Key Responsibilities
Program & Operational Support
- Support the Program Manager with day-to-day program coordination and operational activities.
- Assist with tracking staffing requirements, program deliverables, and contract needs.
- Participate in internal and client meetings and provide follow-up on action items as needed.
- Help prepare reports, summaries, and status updates related to program staffing, recruiting, and operational activities.
Recruiting & Staffing Support
- Assist with sourcing, screening, and coordinating interviews for technical and IT positions.
- Participate in candidate interviews and provide hiring recommendations to program leadership.
- Coordinate with recruiting and HR teams to support hiring and onboarding activities.
- Track open positions, candidate pipelines, and hiring status across supported programs.
Client & Stakeholder Coordination
- Serve as a client-facing point of contact for staffing and resource management activities.
- Communicate staffing updates, hiring timelines, and personnel changes with internal and external stakeholders.
- Support program leadership in maintaining strong client relationships and ensuring staffing needs are met.
Resource & Workforce Management
- Monitor staffing levels and assist with resource planning across the program.
- Support roll-on and roll-off planning for contract personnel.
- Help maintain accurate staffing records and workforce reporting.
General Support
- Assist with administrative and coordination tasks related to program execution.
- Provide additional operational support where needed, particularly in a small business environment where flexibility and adaptability are essential.
- Bachelor's degree in Business, Management, IT, or a related field (or equivalent experience).
- 2-5 years of professional experience in program support, recruiting coordination, project coordination, or operations.
- Experience assisting with interviewing or recruiting for technical or IT positions.
- Strong organizational skills and ability to manage multiple priorities simultaneously.
- Ability to work independently and proactively in a dynamic environment.
- Strong written and verbal communication skills.
- Ability to work Eastern Time (ET) hours.
- Experience supporting federal government contracts.
- Exposure to program management or project management activities.
- Experience working in a small business government contracting environment.
- Familiarity with staffing coordination, workforce planning, or contract staffing models.
- Experience supporting IT programs or technical teams.
- Highly organized and detail-oriented.
- Comfortable wearing multiple hats and shifting priorities quickly.
- Collaborative team player who can also operate independently.
- Strong interpersonal skills and ability to interact with both internal teams and external clients.
- Support federal IT programs that enable critical government operations and national priorities.
- Work closely with program leadership and play a visible role in staffing, recruiting, and program execution.
- Gain hands-on experience in federal program management, workforce planning, and government contracting operations.
