Duties

  • You will assist in the management and coordination of procurement and contract activities within the organization.
  • You will negotiate with internal and external contacts to settle organizational and/or other technical issues.
  • You will foster and maintain relationships with organizational stakeholders to support procurement and contract activities.
  • You will accomplish other duties as assigned.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to file a Confidential Statement of Affiliations and Financial Interests (Form OGE 450) each calendar year and per agency guidelines.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower GS-07 Grade Level or pay band in the federal service or equivalent experience in the private or public sector. Examples of qualifying specialized experience includes: (1) Demonstrating technical experience in managing procurement and contracting requirements analysis and documentation to support program and project objectives; (2) Applying qualitative and quantitative methods to assist in evaluating program effectiveness and enhance analytical and management processes; (3) Maintaining effective working relationships with program stakeholders in support of agency goals and mission needs; and (4) Providing guidance to internal and external partners by resolving programmatic issues.
OR
You have successfully completed a master's degree or equivalent graduate degree.
OR
You have successfully completed two full years of progressively higher level graduate education leading to a master's degree.
OR
You have successfully completed LL.B or J.D. that is related to the position being filled.

GS-11: Your resume must demonstrate at one year of specialized experience equivalent to the next lower GS-09 Grade Level or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: (1) Demonstrating comprehensive technical expertise in managing procurement and contracting requirements analysis and documentation to support program and project objectives; (2) Applying advanced qualitative and quantitative methods to evaluate program effectiveness and enhance complex analytical and management processes; (3) Building and sustaining effective working relationships with program stakeholders to advance agency goals and mission needs; and (4) Providing expert guidance to internal and external partners by resolving complex issues, conducting special studies, recommending alternatives, and representing the command.
OR
You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
You have successfully completed an LL.M. degree that is related to the position being filled.
