Knowledge Management Content Manager / Taxonomy Specialist

Position Overview

Supports the United Nations Command (UNC), Combined Forces Command (CFC), and United States Forces Korea (USFK) Defense Logistics Agency (DLA) Cybersecurity Assessment Program (CAP) with effective knowledge management solutions through portals, tools, dashboard creation, knowledge training, and technical support, ensuring seamless collaboration and informed decision-making. Requirements include collaborative applications support residing on DoD networks (NIPR, SIPR, CENTRIX-K). Tasks include Client-Side Development, Knowledge Training, Web Development Services, Graphic Visualization Services, Customer Support, and Content Security Management.

Responsibilities

• Ensure the quality and security of content in UNC/CFC/USFK command knowledge systems. Data access shall be governed by need-to-know, Privacy Act, Personally Identifiable Information (PII), Health Insurance Portability and Accountability Act (HIPAA), and security classification guidelines.
• Define and test access privileges, control structures, and resources, identify any security violations and vulnerabilities.
• Implement security improvements by assessing usage; evaluating trends; anticipating requirements.
• Recognize quality or security problems by identifying abnormalities; reporting violations; provide accuracy checks for stored data.
• Develop a specialized training for knowledge owners that provides hands-on training on collaboration tools, including how to create and manage content, use metadata and taxonomy, and apply access controls and permissions.
• Configure and manage metadata, operate, and populate the SharePoint platform, facilitating effective content management to enable efficient searching, retrieval, and organization of data, ensuring that information is readily accessible and easily discoverable by users.
• Maintain a thorough and organized system for recording and tracking Requests for Information (RFIs), ensuring that all RFIs submitted to and/or approved by the Contracting Officer's Representative (COR) are diligently monitored and managed to completion, with comprehensive response reports provided to stakeholders, promoting transparency, accountability, and timely resolution of information requests.
• Stay current with the emerging technologies in Microsoft environment, as well as Department of Defense (DoD) and commercial best practices in Knowledge Management (KM).
• Continuously assess and implement updates to KM policies and procedures to support process improvements and changes, with the goal of enhancing the overall effectiveness and efficiency of KM operation to ensure that KM operations remain agile, adaptable, and aligned with industry standards and emerging trends.

Required Experience/Qualifications

• Bachelor's degree in information technology.
• Certifications: IAT Level II
• Experience: 5 years in cybersecurity / information assurance compliance and policy.
• Must be proficient in Metadata, taxonomy, content quality, security compliance, SharePoint and collaboration tools.
• Experience in developing KM Tools training instruction and deliver KM Tools training to the end-users and site owners.
• Provide IT support to the internal KM team.

Preferred Experience/Qualifications

• Certifications/Qualifications: Project Management Professional (PMP), Certified Knowledge Manager (KMI), Microsoft Certified: Azure Developer, Microsoft Certified Solution Developer (MCSD), Microsoft forms, Microsoft Azure Virtual Desktop Specialty.
• Experience working with Military, Korean language proficiency preferred for communication with Korean staff.
