Job Description
The Enterprise Category Manager is responsible for leading a procurement portfolio spanning Indirect, Direct IT, MRO, Consultants, Purchased Services, and P-Card operations. This role sets enterprise-wide category strategy, drives value creation, ensures compliance within a regulated environment, and leads a multi-disciplinary team supporting mid-volume procurement activity across a broad range of technical and commercial complexity.
The Enterprise Category Manager partners closely with Program Leadership, Engineering, Operations, Finance, Legal, and IT to align supply market strategies with business objectives, cost targets, and risk mitigation priorities. This position plays a critical role in balancing strategic sourcing initiatives with operational procurement excellence.
The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution - from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management.
The Integrated Supply Chain team has a direct impact on program success, acting as a critical chain that links the end-to-end material flow together. Our organization helps propel us forward and achieve true mission partnership.
What You'll Do:
On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.
Working Conditions:
Short Term Incentive: Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.
Required Education, Experience, & Skills
A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.
Pay Information
Full-Time Salary Range: $134640 - $228888

What You'll Do:
- Key Responsibilities - Enterprise Category Leadership:
- Develop and execute multi-year category strategies across Direct and Indirect spend portfolios.
- Establish enterprise sourcing roadmaps aligned to program demand, capital planning, and operational needs.
- Drive total cost of ownership (TCO) optimization, supply continuity, and supplier performance improvement.
- Identify and mitigate supply chain, compliance, and contractual risk across a supplier base.
- Team Leadership & Operating Model:
- Lead and develop a team supporting Indirect, Direct IT, MRO, Consultants, Purchased Services, and P-Card functions.
- Define clear roles and responsibilities between strategic sourcing, procurement execution, and program support.
- Standardize processes, governance, and performance metrics across categories.
- Drive workload prioritization and process discipline in a mid-volume environment supporting procurement requirements with varying levels of complexity.
- Foster a culture of accountability, collaboration, and continuous improvement.
- Supplier & Contract Management:
- Lead enterprise negotiations for high-value and strategically important supplier agreements.
- Establish long-term supplier strategies, including consolidation, performance management, and commercial model optimization.
- Oversee contract structures to ensure scalability, risk mitigation, and compliance with regulatory and customer requirements.
- Governance & Compliance:
- Ensure adherence to corporate policies, regulatory requirements, and customer flow-down obligations.
- Oversee P-Card program governance, controls, and audit readiness.
- Support internal and external audit activities and ensure documentation discipline across procurement activities.
- Performance & Metrics:
- Establish and report on KPIs including savings, cost avoidance, on-time delivery, procurement cycle time, and compliance metrics.
- Drive continuous improvement initiatives to enhance procurement efficiency, transparency, and value delivery.
- Support enterprise reporting requirements and executive-level updates.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.

Required Education, Experience, & Skills
- Bachelor's degree in a related field plus 10 or more years related experience.
- Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- Ability to communicate clearly and persuasively, both verbally and in writing, with cross-functional teams, senior leadership, and suppliers.
- Proven experience leading and mentoring multi-disciplinary teams, fostering accountability, collaboration, and continuous improvement.
- Skilled in developing and executing long-term category strategies, driving cost optimization, risk mitigation, and data-driven decision-making.
- Experience managing enterprise-level supplier relationships, negotiations, and contract structures to ensure performance, compliance, and scalability.
- Ability to standardize processes, prioritize workload, and optimize procurement efficiency in a mid-volume, complex environment.
- Knowledge of regulatory requirements, corporate policies, and P-Card program oversight, ensuring audit readiness and disciplined documentation.
