Job Summary
Galapagos Federal Systems LLC is seeking a highly qualified and motivated Personnel Recruitment and Retention Analyst to join a dynamic team supporting space mission operations and workforce development at the U.S. Space Force's Space Training and Readiness Command (STARCOM).
In this role, the analyst will support STARCOM leadership in developing and enhancing strategies to recruit, hire, onboard, and retain top talent across critical mission areas. The successful candidate will collaborate closely with both civilian and military hiring managers to identify workforce requirements, develop targeted recruitment initiatives, and strengthen talent pipelines that support the command's operational and training missions.
The position also involves analyzing workforce data and assessing recruitment and retention initiatives aimed at improving employee engagement, career development, and long-term workforce stability. The analyst will provide data-driven insights, recommendations, and decision-support materials to leadership to improve talent management processes and ensure STARCOM attracts and retains the highly skilled professionals needed to accomplish its mission.

Key Responsibilities
The Personnel Recruitment and Retention Analyst will:
- Develop and recommend strategies to support STARCOM in recruiting, hiring, and retaining highly qualified civilian and military personnel
- Collaborate with hiring managers and leadership to identify workforce requirements and develop targeted recruitment approaches for critical mission positions
- Design and produce recruitment materials, outreach products, and messaging that effectively communicate STARCOM career opportunities and mission impact
- Support hiring efforts by improving candidate sourcing, screening, and onboarding processes to strengthen talent acquisition outcomes
- Analyze workforce data to identify trends related to recruitment, retention, employee engagement, and workforce stability
- Evaluate current recruitment and retention initiatives and provide recommendations to enhance workforce satisfaction and long-term retention
- Prepare briefings, reports, and decision-support materials for STARCOM leadership on workforce planning, recruitment, and talent management strategies
Responsibilities
Skills and Experience
The Personnel Recruitment and Retention Analyst must have:
- Active Top Secret clearance with eligibility for SCI
- 10+ years of experience supporting Department of Defense (DoD) environments, with emphasis on space systems or related mission areas
- Demonstrated success in recruitment and retention strategies within corporate or government environments
- Experience supporting federal or defense personnel programs is highly desirable
- Experience tracking and analyzing key workforce metrics, including time-to-hire, offer acceptance rates, employee tenure, and voluntary turnover
- Proven ability to conduct detailed analysis of workforce data such as performance evaluations, exit interviews, and employee engagement surveys to identify trends and root causes of attrition
- Experience presenting analytical findings and recommendations to leadership using data visualization tools and clear reporting methods
- Strong written and verbal communication skills, with the ability to prepare professional briefings and reports for senior stakeholders
Education and Certifications
The Personnel Recruitment and Retention Analyst must have:

- Master of Arts (MA), Master of Science (MS), or Master of Engineering (ME) degree in a related field
- Equivalent work experience may be considered in lieu of education
