Position Description & Qualifications
Serco is excited to continue supporting the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
Our Program Manager (Technical Planning Project Manager), located in Crystal City, Arlington, VA, provides program management support to the F-35 JPO, Future Capability and Technology (FCAT) Support in achieving Kill-Chain dominance through Intelligence, robust Operational Analysis (OA), requirements integration and analysis, and Research and Technology exploration, for all elements of the F-35 Air System. The Contractor shall support FCAT in leading, identifying, maturing, informing, and transitioning capability candidate nominations and integration planning for insertion into the F-35 Air System Program of Record (PoR), to and on behalf of the U.S. Services, International Partner countries, and Foreign Military Sales (FMS) customers. The Contractor shall assist FCAT in leading select key Governance forums for pre-PoR execution, driving decision-making for improvements to the F-35 Air System, with an emphasis on lethality and survivability, synthesizing with the PMOs and supporting Functional Teams. The Contractor shall assist in managing the F-35 modernization strategy planning for capabilities beyond Block 4, enabling the F-35 enterprise to shape future investments to address emergent threats and drive decisions for new capability sets prioritizing mission accomplishments and closing mission gaps. The Contract shall assist FCAT in maintaining and updating existing JPO/FCAT tools to ensure data accuracy, accessibility, and relevance for all authorized users.
This position is contingent upon your ability to maintain/transfer an active U.S. Department of War (Dow) Secret security clearance.

In this role, you will:
- Air System Requirements Assessment, Development, and Approval in collaboration with External Stakeholders:
- Assist FCAT in managing the Pre-PoR F-35 Air System Requirements and in creating, maintaining, and promulgating a comprehensive Capability Roadmap to inform the PMOs of risks and opportunities for the F-35 Program.
- Assist FCAT in developing the F-35 Flight Plan or equivalent which provides an integrated strategy for F-35 capabilities focusing on Participant's future requirements over the next five to ten years and ensuring warfighter capability need dates are being clearly communicated to the PoR activities within the JPO.
- Assist FCAT in maturing and recommending for approval all new F-35 requirements, developing the Flight Plan or equivalent and New Capabilities Decision Memoranda.
- Assist in operational analysis efforts, integrating across FCAT, and performing operational assessments over time for all mission sets to include purpose, objectives, summaries, findings, path forward for each operational analysis.
- Assist FCAT in engaging with other operational analysis entities to support the identification and prioritization of mission and capability gaps. Identify gaps from advanced adversaries and emerging technologies and recommend technologies to close those gaps.
- Assist FCAT in analyzing the F-35 Operational Assessment (OA) plans, methodologies, and output data and summarize the results for modernization upgrades.
- Support tactics and concept of operations (CONOPS) development.
- Governance Structure - assist FCAT in leading Requirements Working Group (RWG), Operational Advisory Group (OAG), Senior Warfighter Group (SWG), JSF (Joint Strike Fighter) Executive Steering Board (JESB) and in assisting with Configuration Steering Board (CSB) and requirements portion of the U.S. Executive Steering Group.
- Research and Technology (R&T) - assist FCAT in researching and assisting in development of technology through discovery, sponsorship, candidate studies and analysis, maturation, prototyping, experimentation, demonstration, and transition for relevant technology solutions for consideration and prioritization to transition into the F-35 PoR.
- Future Advanced Integration Team (FAIT):
- Assist FCAT in developing strategy for incorporating capability requirements defined by the Air Systems Requirements (ASR) team and technology developed by the R&T team into an acquisition program that is ready to be incorporated into the PoR and transitioned to the PMOs for execution.
- Assist FCAT in managing the Early Lifecycle Systems Engineering (ELSE) Phase 1.0 and 2.0 supporting Program of Record entry for the JSF Executive Steering Board (JESB).
- Program Strategy - assist FCAT in integrating research and emerging policy in National Defense Strategy, global geo-political domains, warfighting tactics, operations, kill chain, applied technology domain, global business, and market practices into F-35 JPO Program Strategy as well as in providing effective coaching and maintains strategic dialogue with JPO and external stakeholders.
- Transfer requirement from the FCAT to the PoR - assist FCAT in providing applicable acquisition documentation and planning materials to the PMOs for execution, in collaboration with the PMOs.
- Finance - assist FCAT in cost, schedule, and performance management and developing and tracking key metrics providing analytical insights to improve project outcomes.
To be successful in this role, you will have:
- The ability to provide onsite support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including adhoc meetings may increase to support the needs of the customer.)
- An active Secret security clearance.
- Bachelor's degree plus five (5) years of experience.
- or an Associate's degree plus seven (7) years of additional work experience.
- Experience in program management, technical or business analysis discipline, in weapon systems acquisition and life cycle management.
- A minimum of minimum of four (4) years out of six (6) years of recent work experience related to analysis and planning.
- At least two (2) years in support of a Major Defense Acquisition Program (MDAP).
- Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment and life cycle management.
- To be knowledgeable in DoW Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoW Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
- To provide subject matter expertise to support F-35 program in delivering the weapons system.
- To assist with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.
- To demonstrate knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
- To demonstrate knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.
- To be able to travel 10%.
Additional desired experience and skills:
- Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas and functions in the workbooks), Microsoft PowerPoint, Microsoft Outlook, and Microsoft TEAMS.
- Experience with a task management tool such as ETMS2.
