POSITION OVERVIEW
USTRANSCOM TCJ7-E requires contract support to assist in executing the Joint Training Exercise & Evaluation Program (JTEEP) and the Joint Training System (JTS) in support of the Command’s Joint Training Program (JTP).
The Joint Training Program Strategic Planner provides administrative, analytical, and developmental support to the JTP Coordinator and JTS Strategist in managing and executing USTRANSCOM’s JTP across all phases of the Joint Training System (Requirements, Plans, Execution, and Assessment).
KEY RESPONSIBILITIES
Strategic Advisory & Program Support
- Support development and management of USTRANSCOM’s JTP.
- Advise the JTS Strategist on CJCS JTS matters and strategic alignment of training programs.
- Support implementation of the Joint Training Impact on Warfighting Readiness methodology and compile annual reports for senior leadership.
- Facilitate senior leader engagements and support execution of recommendations that enhance joint training effectiveness.
Phase I – Requirements
- Conduct analysis to determine joint training requirements using:
- Training assessments and lessons learned
- JMETL and directorate functions
- CJCS and Commander Training Guidance
- Joint doctrine, campaign plans, SOPs, and high-interest training requirements
- Develop and prioritize comprehensive staff and component training requirements.
- Support consolidation and integration of requirements into the JTP.
Phase II – Plans
- Support development, revision, and maintenance of the JTP.
- Translate requirements into measurable training objectives aligned to JMETs.
- Assist in determining training methods and modes (e.g., CPX, FTX, academics, workshops).
- Schedule objectives within planned events and identify gaps requiring new training.
- Draft and coordinate the final JTP for senior leader approval.
- Support Joint Training Battle Rhythm development and annual JTP/POM submissions.
- Provide technical and user support for the Joint Training Tool (JTT), including training and lifecycle support.
Phase III – Execution
- Support Program Managers throughout the Joint Exercise Life Cycle (JELC).
- Participate in Joint Exercise Planning and Control Groups (JEPG/JECG).
- Assist with requirements collection, pre-exercise academics, and exercise planning.
- Support JTT operations, data management, and report generation.
- Ensure Training Objective Observations (TOO) and Evaluations (TOE) are captured.
- Conduct monthly assessments of JMET TOEs and recommend improvements to training assessment processes
