The Alaka`ina Foundation Family of Companies (FOCs) is looking for an IT Assistant & Configuration Management Manager to support our government customer located in Kekaha Hawai'i.
Under the direction of senior management, the Assistant IT & Configuration Management (CM) Manager provides leadership and oversight of all people, processes, and technology within the IT, Cybersecurity, and Configuration Management (CM) Departments. This role is responsible for ensuring all Information Systems (IS) and Platform IT (PIT) systems are compliant with the Performance Work Statement (PWS) and that all hardware and software configurations are managed, baselined, and controlled in accordance with DoD standards. The manager interfaces with PMRF government customers, Koa Lani management, and internal departments to support information systems' RMF accreditation activities and manage the full lifecycle of configuration items.
DESCRIPTION OF RESPONSIBILITIES:
Office conditions are varied and include physical tasks including lifting, pushing or pulling over 25-50 pounds. Physical positions will include but not be limited to walking, standing or sitting for extended periods of time, and crawling, kneeling or cramped work, requiring repeated stooping and work requiring repeated or frequent climbing. The environment will include customer contact, an extended workday, in a confined office laboratory work area, with field assignments, sometimes in inclement weather.

DESCRIPTION OF RESPONSIBILITIES:
- Oversee the execution of the six steps of the DoDI 8510.01 Risk Management Framework (RMF) for DoD Information Systems and assist in implementing the DoD Assessment and Authorization (A&A) procedure
- Track all Performance Work Statement (PWS) Spec Items and associated AQLs to ensure all Information Systems (IS) and Platform Its (PIT) are compliant and maintain all AQL requirements
- Attend Partnering meetings with Koa Lani and PMRF representatives for all IS and PITs
- Assist with Purchasing requirements, including soliciting vendors for cost estimates, generating SOW, generating ITPRs, generating purchase requests and vendor selections
- Assist with handling of security events/incidents as they are escalated, including triage, remediation, documentation, and escalation to management and government customers, as well as after-action reviews
- Prepare and submit status reports including, but not limited to financial expenditure forecasts and actuals, technical briefs and staffing status reports as required, to senior management and customers
- Provide periodic self-assessments, including CDRLs, to Government System Managers (GSM) and regular feedback on routine and non-routine data-calls
- Participate in contract proposals, negotiations and modifications as required
- Interface with internal departments such Finance, HR, Contracts, Public Works, Purchasing as well as interfacing with Koa Lani Senior Staff
- Interface with internal departments and government GSM to validate Cyber Security Work Force (CSWF) qualifications
- Assist with management of departmental budget and vendor contracts
- Develop, revise and update standard operating procedures (SOPs) and Departmental Internal Procedures (DIPs)
- Oversee working group meetings including, but not limited to, IT and Cyber Security Working Groups, partnering meetings with government and other contractual required meetings
- Complete and administer employees' 90-day and/or annual performance evaluations.
- Assign alternative responsibilities as required to Range Networks personnel (i.e., Building Managers, Fire Wardens, Property Account Managers, etc.)
- Develops, implements, and updates Configuration Management (CM) policies for the Pacific Missile Range Facility.
- Determines and maintains system configuration baselines and all applicable documentation.
- Develops and maintains a database reflecting the systems' configuration baseline and all approved changes.
- Facilitates the Change Control Board (CCB) to evaluate, approve, or disapprove all change requests and proposals.
- Formalizes and monitors all changes to land-based Measurement, Radar, and Tracking Instrumentation.
- Assigns and monitors Configuration Items (CIs) throughout their lifecycle (development, production, deployment, and disposal).
- Verify that the system and subsystem configuration documentation comply with the functional and physical performance characteristics before acceptance into an architectural baseline.
- Setting and maintaining system baselines, subsystem, architecture, components, in order to establish the current basis for Configuration Status Accounting (CSA) of a system.
- Conducts audits of hardware and software to ensure compliance.
- Perform other duties as assigned.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
- Bachelor's Degree from an accredited university. Eight (8) years of directly related work experience may be substituted for a degree.

REQUIRED SKILLS AND EXPERIENCE:
- Eight (8) years of experience in Information Technology, Configuration Management, or a related field
- Five (5) years supervisory experience.
- Five years RMF and NIST 800-53 compliance
- Experience managing classified materials.
- Experience using Maximo.
- Possess excellent organizational skills to handle multiple priorities and communication skills.
- Able to work in face-paced environment and able to meet daily deadlines.
- Must possess the following PC skills: Microsoft Word, Excel, Outlook, PowerPoint & Access.

- Understanding of IT and Cyber Security workflow in a DoD environment
