Location: Remote (with potential on-site support in Camp Springs, MD)

Salary: $150,000.00 +

Clearance: USCIS Public Trust highly preferred

Position Summary

Command Cyber Solutions, LLC (CCS) is seeking a highly skilled Program Manager capable of leading a high-performing Agile delivery team supporting the United States Citizenship and Immigration Services (USCIS) Identity, Credential, and Access Management (ICAM) Enterprise Services III contract. The Program Manager is responsible for the planning, management, and execution of all contract activities supporting enterprise-level ICAM systems within the USCIS production environment. This role oversees Agile software development, DevSecOps integration, cybersecurity coordination, and stakeholder governance activities to ensure secure, scalable, and mission-critical web-based IT systems are delivered in alignment with USCIS operational objectives. The Program Manager serves as the primary point of contact to USCIS ICAM leadership and is responsible for contractor staff oversight, integrated master schedule development, risk management, performance reporting, and executive-level communications. The qualified candidate must be capable of performing management duties that cover the full scope of this job description whenever needed.

Essential Duties & Responsibilities:
  • Serve as the primary contractor point of contact to USCIS ICAM Branch leadership, CISO/DCISO stakeholders, and Government program officials.
  • Lead and oversee Agile Scrum teams delivering mission-critical ICAM capabilities in two-week sprint cycles.
  • Manage overall program execution including cost, schedule, staffing, and performance.
  • Develop and maintain an Integrated Master Schedule (IMS) aligning technical delivery milestones with Government priorities.
  • Supervise all contractor personnel and ensure staffing continuity and performance accountability.
  • Coordinate DevSecOps integration, ensuring CI/CD processes support secure and compliant delivery.
  • Oversee risk management activities, maintaining a formal risk registry and mitigation strategies.
  • Track and report program performance metrics, risks, issues, and accomplishments to Government stakeholders.
  • Support internal and external audit coordination (DHS, USCIS, OIG, GAO, Congressional inquiries as applicable).
  • Ensure compliance with DHS cybersecurity standards, vulnerability remediation requirements, and POA&M tracking.
  • Support User Acceptance Testing (UAT) coordination and stakeholder engagement.
  • Develop executive briefing materials, executive summaries, diagrams, and technical roadmaps.
  • Promote collaboration between Government and contractor teams to ensure high-quality ICAM service delivery.


Education, Certification & Experience Requirements:

Education Required:
  • Bachelor's Degree in Information Technology, Computer Science, Engineering, Business, or related field.


Certifications:
  • Project Management Professional (PMP) (Required)


Experience:
  • 5+ years of leadership experience managing large complex, mission critical web-based IT systems development projects and programs in an Agile environment.
  • Demonstrated experience in managing enterprise federal IT programs, leading Agile and DevSecOps software delivery teams, overseeing enterprise identity and access management (ICAM) or cybersecurity-related systems, coordinating cross-functional technical teams in a secure production environment, and delivering executive-level reporting and stakeholder communications
  • Experience supporting DHS or USCIS environments is highly desirable.


Knowledge:
  • Knowledge of federal Agile development methodologies (Scrum, SAFe, hybrid models) including all associated ceremonies, artifacts, and delivery cadences, with demonstrated ability to apply them in managing multi-team IT programs.
  • Working knowledge of USCIS ICAM functional areas (AuthN/AuthZ, PAM, PKI, ePACS, SSO, Secrets Management) sufficient to provide informed oversight of cross-team deliverables, review technical documentation, and represent program status accurately to ICAM Branch Chief and CISO/DCISO leadership.


Skills:
  • Skilled at preparing and delivering accurate, audience-appropriate executive briefing materials, including CISO/DCISO quarterly briefings, PMRs, and executive summaries, tailored for both technical and non-technical audiences.
  • Skilled at facilitating coordination across multiple concurrent ICAM Scrum teams, resolving or escalating impediments in a timely manner, and chairing PMRs with documented outcomes and tracked action items.


Abilities:
  • Able to manage competing program priorities across multiple workstreams, maintain an up-to-date delivery schedule, and proactively communicate projected delays to Government leads with corrective action plans before deadlines are missed.
  • Able to support internal and external audit activities (DHS, USCIS, OIG, GAO) by organizing and delivering requested documentation accurately and completely, and maintaining program records in a state of continuous audit readiness.
