Position Summary
The SME Information Technology Project Manager will provide strategic leadership, technical guidance, and subject matter expertise for the FISMA Security Control Assessor (SCA) services supporting the IRS. This role involves overseeing large-scale IT initiatives, including security assessments, compliance with NIST SP 800-53 controls, Risk Management Framework (RMF) implementation, and continuous monitoring. The manager will direct multidisciplinary teams, manage project lifecycles, ensure timely delivery of assessments for approximately 200 FISMA boundaries, and integrate automation tools like Qmulos and ServiceNow to enhance efficiency and reduce manual workloads.

Required Qualifications
- Minimum of 15 years of progressively responsible experience in information technology project and program management, systems integration, or enterprise IT modernization
- At least 8 years in a senior leadership or program management role, overseeing large-scale, complex IT initiatives such as enterprise transformations, multi-agency programs, or mission-critical system implementations
- Demonstrated expertise providing strategic direction, technical guidance, and subject matter expertise across all phases of IT project lifecycles
- Knowledge of FISMA, NIST Special Publications, OMB, Risk Management Framework (RMF), and ISCM Plan development
- IT security knowledge with professional certifications from ISC2, ISA, PMI, CompTIA, or SANS Institute
- Knowledge and experience with technology risk assessments covering Webservices, network appliances, and software
- Knowledge and experience with cloud systems, CSPs, and FedRAMP requirements
- Project management experience, including monitoring and overseeing multiple tasks concurrently lasting 4-6 months
