Duties
Help
  • Manage multi-million dollar contracting program for the organization.
  • Administer all manner of fixed-price or cost-reimbursement type contracts on behalf of the United States.
  • Participate in acquisition planning, contract formation, partnering, administration, resolution of disputes, and claims by means of issuing Contracting Officer Decisions (CODs) and subsequent contract modifications.
  • Exercise independent judgment to accomplish the myriads of contracting responsibilities.
  • Evaluate the status of the District's contracting programs through reports, program reviews and analyses, including goals and objectives.
  • Develop long range organizational plans and goals through subordinate organizational chiefs and assign work to subordinates.
  • Prepare recommendations for sustainment or denial of mistakes in bids, protests, justifications and approvals along with their related determinations and findings.
  • Explain, advocate and express facts and ideas in a convincing manner.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Professional within the Contracting Career Field.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Contract Specialist::

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: Applying highly developed professional knowledge of the theories and principles of contracting to execute contracting program for the organization; Administering contracts for Construction, Architect and Engineering, Environmental, Services, and Supplies; Developing strategies to maximize benefit to the Government (i.e., reducing Government risk, selecting proper contract type, decreasing contract cost, increasing value); Implementing team building strategies and methods to maximize team members' potential and productive work environment to meet mission goals.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:
Contracting Program Management, Technical Knowledge of Contracting, Process Improvement, Leadership

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
