In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A).
EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent in other pay systems. Examples of specialized experience includes: Installing, configuring, testing, and implementing vendor supplied modifications to existing systems software, developing/evaluating test data to validate program modifications, and migrating modifications into production systems; utilizing the operating environment to monitor systems performance and consult with applications developers to determine the effect on end user applications resulting from changes to the operating environment; testing and monitoring systems performance to make appropriate adjustments to correct deficiencies and prevent problems; and evaluating, selecting, and coordinating the acquisition of appropriate systems software packages and hardware.

EDUCATION: Must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. - Knowledge of operating systems software principles, practices, and methods; life cycle management techniques; IT infrastructure within an operating environment, new and emerging information technologies, and security methods and principles.
