Position Overview
ANSER is seeking a Data Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program ensures the Department of Defense can effectively identify, assess, and address risks and opportunities across the defense industrial base and the broader National Security Innovation Base.

In this role, you will join a high-performing team that conducts analysis of global defense industrial base capabilities and vulnerabilities. Responsibilities include supporting the evaluation and development of industrial base initiatives, contributing to acquisition documentation, monitoring program execution, and supporting outreach and strategic communications efforts.

This position is located at the Mark Center in Alexandria, VA, with the option to telework within the National Capital Region.

Key Responsibilities
  • Analyze project proposals and provide data-driven recommendations on feasibility, technical capabilities, and implementation strategies.
  • Identify potential funding sources and support the development of implementation plans for leadership consideration.
  • Monitor approved projects to ensure progress aligns with schedules, milestones, and program objectives.
  • Coordinate with mission partners to deconflict activities and maintain alignment across stakeholders.
  • Track performer progress and provide consistent oversight of program execution.
  • Represent government interests in virtual and in-person meetings with internal and external stakeholders.
  • Document meeting minutes, action items, and key decisions to ensure accountability and follow-through.
  • Prepare briefings, analytical products, and official correspondence in response to taskings.
  • Facilitate communication and information sharing across a geographically dispersed team.
  • Support outreach activities, site visits, and strategic communications efforts while serving as a trusted advisor to government personnel.

Required Qualifications
  • Active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance.
  • Bachelor's degree in computer science, mathematics, statistics, operations research, or a related field.
  • 2+ years of professional work experience.
  • 1+ year of experience in data collection and analysis in a manufacturing or research, development, test, and evaluation (RDT&E) environment, or a relevant master's degree.
  • Professional certification such as Certified Analytics Professional (CAP) or an equivalent credential.
  • Relevant equivalent experience, including military service in a related specialty, may be considered.
  • Experience working within the DoD acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Strong analytical and communication skills, including the ability to translate complex data into clear written reports, briefings, and presentations for senior leadership.
  • Proficiency with modern data collection, analysis, and visualization tools and the Microsoft Office Suite (Excel, PowerPoint, Word, SharePoint).

Preferred Qualifications
  • Experience applying advanced data analytics methodologies to complex technical and programmatic challenges.
  • Demonstrated experience analyzing industrial base risks within the DoD acquisition lifecycle and PPBE process.
  • Experience supporting the Office of the Secretary of Defense (OSD) or a similar strategic-level staff environment.
  • Proven ability to brief and advise senior military leaders, including Flag and General Officers.
