Program Manager

Overview

The Program Manager will lead Agile software development, sustainment, and modernization activities for JPES supporting DISA Global Force Management. The PM will oversee enterprise web application development, DevSecOps deployment, multi-enclave operations, cybersecurity compliance, and external DoD system integration.

Responsibilities

• Lead Agile software development teams (Scrum).
• Oversee sprint planning, release cadence, and backlog prioritization.
• Manage DevSecOps CI/CD pipeline execution.
• Coordinate multi-enclave deployment strategy.
• Oversee integration with external DoD systems and data synchronization.
• Manage cost, schedule, and performance under FFP contract.
• Maintain executive-level engagement with DISA PMO.
• Drive schedule recovery and modernization risk mitigation.
• Ensures the manning and training of the contract staff is adequate for meeting the deliverables.
• Prepare a Task Order Management Plan (TOMP) describing communication, management, development, quality and risk controls.
• Develop and maintain a Master Project Schedule that integrates all tasks.
• Handle all administrative functions and liaison with the government for establishing priorities as needed.

Qualifications

Required:

• Bachelor of Arts (BA)/Bachelor of Science (BS) in a Business Management discipline. An additional four years of experience in lieu of a degree is acceptable.
• 10+ years managing DoD software development programs.
• 5+ years managing Agile enterprise web application teams.
• Experience managing Java or comparable enterprise stacks.
• Experience managing DevSecOps and containerized deployments.
• Experience supporting RMF/ATO sustainment.
• Experience managing 15-40 FTE technical teams.
• Active Secret.
• PMP required.
