This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a Lead Budget Analyst at the NH-0560-3 some of your typical work assignments may include:

- Manages comprehensive budget operations for DMEA activities and customer programs, overseeing the proper application of over $1B in funding across multiple appropriations, reimbursements, transfers, revolving funds, and General Terms & Conditions Agreements while processing over 350 purchase request actions annually.

- Leads budget analyst teams by coaching staff in problem-solving methodologies, distributing workloads based on skill levels, monitoring work progress, and coordinating training programs to ensure timely accomplishment of organizational objectives.

- Conducts advanced financial analysis and reporting including monthly financial operations analysis, out-year cost projections, and impact assessments of funding changes to support executive decision-making and mission efficiency.

- Provides expert advisory services to the Budget Officer, Comptroller, and senior leadership on budgetary and financial matters, including technical assistance on complex funding issues, program revisions, and strategic financial planning.

- Represents DMEA by attending budget and program review meetings with outside customer agencies and commercial customer companies. Provides expert financial reporting and advice during inter-agency budget discussions and reviews.

- Manages specialized financial programs including the organization's travel program, Government Travel Card (GTC) program oversight, and compliance with the GT&C program for operations with outside agencies and customers.

Qualifications

You may qualify at the NH-03, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02 or GS-11 grade level in the Federal service as listed below:

1. Comprehensive knowledge of budgeting principles, accounting standards, and financial management practices, such as multi-appropriation funding streams, reimbursable agreements, General Terms & Conditions (GT&C) requirements and related processes.

2. Demonstrate strong leadership skills to oversee budget analyst teams, including the ability to coach, mentor, and develop staff in problem-solving methodologies and team-building techniques.

3. Conducting sophisticated financial analyses involving out-year projections, impact assessments of funding changes, and performing detailed variance analysis to support efficient mission execution and resource optimization.

4. Demonstrate exceptional oral and written communication skills to effectively brief senior leadership, defend budget requests during negotiations, and represent DMEA in inter-agency discussions.

5. Knowledge of financial management systems, general ledger accounting, and automated interfaces with organizations.

6. Managing system integrations, resolve technical issues, and oversee specialized programs such as Government Travel Card (GTC) administration and travel management while ensuring data integrity and operational efficiency.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Financial Management, Advanced level. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.   • DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Financial Management, Advanced certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years. Click here for more details and Resources .
FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
