A. One year of specialized experience equivalent to the 12 grade level in the Federal service:

A. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. As a INFORMATION TECHNOLOGY SPECIALIST (SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include:
- Provides technical expertise in designing, constructing, and maintaining highly available and scalable Windows-based server infrastructure for DoD ID Card issuance systems.
- Manages the day-to-day operations of the ID Card issuance infrastructure, ensuring system stability, reliability, and adherence to Service Level Agreements (SLAs).
- Implements system monitoring, performance tuning, and incident response, conducting root cause analysis to enhance stability and proactively address potential issues.
- Performs ongoing maintenance and supports the operational readiness of the Central Issuance Facility (CIF) in Seaside, CA.
- Acts as a designated key custodian for ID Card issuance systems, overseeing cryptographic key management and secure storage operations.
- Serves as the primary technical liaison with the Token Engineering Working Group (TEWG) to coordinate operational status and system changes.
- Manages the complete lifecycle of physical ID cards, including procurement, logistics, inventory control, and secure destruction.

- Systems Architecture: Experience in designing, building, and maintaining highly available and scalable IT infrastructure, preferably in support of secure credentialing or identity management systems. This includes developing and implementing system monitoring, performing incident response, and conducting root cause analysis.
- Performance Management: Proven ability to define, track, and report on key performance indicators (KPIs) to measure system reliability and security. Experience should include performance tuning and identifying and resolving system bottlenecks.
- PKI and Cryptographic Systems: Experience working with Public Key Infrastructure (PKI) and Hardware Security Modules (HSM). This includes hands-on management of digital certificates, key management, cryptographic protocols, and ensuring compliance with industry standards like FIPS 140-3.
- Collaboration and Communication: A history of collaborating effectively with cross-functional technical teams to improve system-wide reliability and performance.
