Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Token Resource Administrator with a TS/SCI security clearance to support KITS and our government customer at Langley Air Force Base, VA.

The Token / Resource Administrator manages the complete lifecycle of AI and RPA resource allocation across Air Combat Command. Operates the Token and License Management System (TLMS), enforce training-before-access requirements at the system level, track utilization across 20+ wings, conduct compliance audits, and provide ACC leadership with near real-time visibility into resource distribution and accountability.

This is a high-volume, structured, mission-critical function. Manages hundreds of token activations, reallocations, and renewals across multiple platforms and classification levels. Prevents unauthorized access through automated compliance gates. Produces the monthly reconciliation reports that prove every allocated resource is tied to a trained, authorized user.

This position is on-site at Joint Base Langley-Eustis to enable direct daily coordination with the Deputy PM/Change Management Lead on compliance reporting and with the Data Analyst on utilization dashboard accuracy.

Essential Job Functions:

Token and License Lifecycle Management:
  • Manage the complete lifecycle of AI and RPA tokens and licenses across all contracted and licensed platforms including AskSage and other DoD-approved tools
  • Process token activation requests for new users across NIPRNet, SIPRNet, and AFSCI environments
  • Verify training completion, assessment passage, and ethics/security acknowledgment before activating any token or license
  • Track token expirations and coordinate renewals with wing POCs and users
  • Process token reallocations when users separate, PCS, or no longer require access
  • Manage license pool inventory and coordinate procurement requests when additional capacity is needed

TLMS Operation and Training-Before-Access Enforcement:
  • Operate the Token and License Management System (TLMS) integrated with the Program Management Artifacts Dashboard
  • Enforce the training-before-access gate at the system level: no token activation without verified training completion records
  • Maintain the automated linkage between training completion data (from LMS) and token activation eligibility
  • Prevent manual workarounds or exceptions unless explicitly approved by the COR in writing
  • Produce auditable records for every allocation decision documenting training compliance, approval authority, and activation date

Utilization Reporting and Analytics:
  • Track token and license utilization rates by wing, directorate, and user population
  • Generate utilization trend reports identifying underused allocations suitable for reallocation
  • Flag inactive tokens (no usage for 30+ days) for review and potential deactivation
  • Coordinate with wing POCs on reallocation decisions for inactive or underutilized resources
  • Provide utilization data feeds to the Data Analyst for integration into the live Performance Dashboard
  • Support cost-sharing models across participating wings with transparent utilization and allocation data

Monthly Reconciliation and Exception Reporting
  • Conduct monthly reconciliation of all active tokens and licenses against authorized user rosters
  • Verify that every active allocation corresponds to a trained, authorized user with current access requirements
  • Identify and document exceptions: expired training, separated users still holding tokens, unauthorized access grants
  • Coordinate exception resolution with wing POCs, functional leads, and the PM
  • Submit monthly reconciliation reports to the COR by the 5th business day of each month documenting allocation accuracy and any corrective actions taken

Compliance Audits and Resource-Training Linkage Reporting
  • Conduct quarterly compliance audits verifying that 100% of token holders have completed required training and maintain current certifications
  • Generate the resource-training linkage report documenting the enforced connection between training completion and access grants
  • Support Government audits, security reviews, and QASP surveillance activities with complete allocation and compliance documentation
  • Maintain audit-ready records structured for rapid retrieval and review

Coordination and Stakeholder Communication
  • Coordinate daily with the Deputy PM/Change Management Lead on training compliance status and adoption metrics
  • Coordinate daily with the Data Analyst to ensure TLMS data feeds align with dashboard utilization reporting
  • Serve as the primary POC for wing-level resource administrators and training coordinators on token allocation procedures
  • Respond to user inquiries about token status, activation timelines, and training requirements within 4 business hours
  • Escalate policy questions, exception requests, and allocation disputes to the PM within 1 business day

Primary Work Location:
  • Joint Base Langley-Eustis (JBLE), Virginia

Workspace:
  • Government-provided office space in secure facility; access to NIPRNet, SIPRNet, and collaboration tools

Classified Work:
  • Regular access to classified environments (SIPRNet, AFSCI) required for coordination and stakeholder engagement

Travel Requirements:
  • Frequency: None at this time; however subject to change

Physical Demands:
  • Prolonged periods of sitting and working at a computer workstation
  • Visual acuity for detailed technical work and data analysis
  • Manual dexterity for typing, coding, and operating computer equipment

Schedule and Availability:

Core Hours:
  • 0800-1700 EST, Monday-Friday), with occasional extended hours to meet mission deadlines or support operational events

Flexibility:
  • Occasional early morning or evening meetings to accommodate wing schedules across time zones

Surge Periods:
  • Increased hours during major milestones, events, or exercises (with advance notice)

On-Call:
  • Not required, but responsiveness to urgent issues expected (email/phone within 4 hours during duty hours)

Telework:
  • No telework eligibility for unclassified administrative tasks; all classified work must be performed on-site in approved facilities

Security Environment:
  • Work with classified information up to Top Secret/SCI level
  • Compliance with OPSEC, CUI handling, and classification protocols
  • Subject to security inspections, audits, and continuous evaluation
  • Adherence to base access, badge, and facility security requirements


Minimum Qualifications, Certifications, and Platform Credentials:

Required Qualifications:

Security Clearance:
  • TS/SCI clearance required at start (no interim acceptable)

Experience
  • 3+ years of enterprise license, subscription, or entitlement management experience in federal government environments
  • Proven track record managing high-volume access provisioning with compliance gate enforcement
  • Experience with identity and access management (IAM) systems, license management platforms, or entitlement tracking systems
  • Familiarity with federal security compliance requirements, audit readiness, and documentation standards

Certifications (Required)
  • CompTIA Security+ (DoD 8140.03 baseline) - Required

Platform Familiarity (Required)
  • DAF365 (Department of the Air Force Office 365 environment) familiarity - Required
  • FedRAMP-authorized platform experience (e.g., Microsoft Azure Government, AWS GovCloud, Salesforce Government Cloud) - Required
  • Experience with cloud-based license management, subscription tracking, or SaaS entitlement systems

Technical Competencies:
  • Advanced proficiency with Microsoft Excel (pivot tables, VLOOKUP, data validation, conditional formatting) for reconciliation reporting
  • Experience with ticketing or workflow management systems (ServiceNow, Jira, SharePoint workflows)
  • Familiarity with API integrations, automated data feeds, and dashboard data synchronization
  • Strong attention to detail and accuracy in high-volume data management environments
  • Understanding of role-based access control (RBAC) principles and least-privilege access models

Performance Expectations:

Measured against compliance and accuracy standards:
  • 100% training-before-access enforcement with zero unauthorized token activations
  • Monthly reconciliation reports submitted by the 5th business day of each month with zero missed deadlines
  • Exception resolution within 10 business days of identification with documented corrective actions
  • Utilization dashboard data accuracy within 2% variance of source system records
  • User inquiry response within 4 business hours during normal duty hours
  • Quarterly compliance audits completed within 5 business days of quarter-end with findings reported to PM and COR

Preferred Qualifications:
  • Certified Information Systems Security Professional (CISSP) or Systems Security Certified Practitioner (SSCP)
  • Experience with DoD identity management systems (DEERS, RAPIDS, CAC provisioning)
  • Familiarity with AI/ML platforms, data analytics tools, or RPA licensing models
  • Background supporting Air Force or ACC IT systems
  • Experience with Power Platform administration (Power Apps, Power Automate licensing)
  • Knowledge of DoD Manual 8140.03 DCWF requirements and training compliance standards
  • Previous work supporting performance-based contracts with KPI-driven QASP surveillance
