The Stakeholder Engagement & Knowledge Management Specialist owns the enterprise communications and knowledge management function for ACC's AI/RPA acceleration program. Prepare decision-quality materials for ACC governance bodies, develop and execute an adoption messaging calendar synchronized to ACC's battle rhythm, maintain the authoritative knowledge management repository, and capture lessons learned from mobile training team deployments.
This is not a communications coordinator role. This is not a librarian role. This role is the strategic voice and institutional memory of the program, ensuring ACC leadership has the information they need when they need it, and ensuring every lesson learned from 20+ wing visits translates into improved execution across the enterprise.

Essential Job Functions:
Governance Body Preparedness & Decision-Quality Materials:
- Prepare read-aheads, briefing packages, and decision papers for ACC data councils, AI working groups, and change control boards
- Develop structured alternatives analyses with clear recommendations formatted for Government review
- Coordinate with the Program Manager and technical SMEs to translate complex AI/RPA topics into executive-level summaries
- Attend governance meetings (in-person or virtual) to capture decisions, action items, and guidance
- Document all governance decisions in the RAID log and track them to closure in coordination with the Program Analyst
- Maintain a governance calendar synchronized to ACC's battle rhythm and coordinate PM/SME participation
Enterprise Adoption Messaging Calendar:
- Develop and execute a command-wide adoption messaging calendar aligned to ACC's operational tempo, major exercises, and leadership communication cycles
- Coordinate messaging themes with the Deputy PM and Change Management Specialists to ensure consistency across Tier 1, Tier 2, and Tier 3 training delivery
- Prepare leadership messaging templates and data summaries for ACC/A3, ACC/A6, and wing leadership use in command communications
- Draft success story narratives highlighting mission-relevant AI/RPA use cases with documented ROI
- Coordinate quarterly adoption campaign launches across ACC using COR-approved communication channels
- Track messaging effectiveness through user engagement metrics and training enrollment trends
Knowledge Management Repository Ownership:
- Serve as the owner and administrator of the enterprise knowledge management repository hosted on SharePoint or DAF365
- Maintain the authoritative solution catalog documenting all developed AI/RPA workflows organized by mission function, with adaptation guidance for cross-wing scaling
- Curate and organize training materials, user guides, SOPs, troubleshooting documentation, and platform best practices
- Enforce version control, metadata tagging, and search optimization to ensure users find relevant content quickly
- Conduct quarterly knowledge base audits to identify outdated content, gaps, and opportunities for consolidation
- Track knowledge base utilization metrics and identify content that reduces help desk ticket volume
Lessons-Learned Capture from MTT Deployments:
- Coordinate with both Mobile Training Teams (MTT 1 and MTT 2) to capture lessons learned from every wing visit
- Conduct structured debriefs with MTT members within 5 business days of rotation completion
- Document adoption barriers, training gaps, technical issues, and wing-specific best practices identified during deployments
- Translate lessons learned into actionable recommendations for curriculum updates, process improvements, and future wing visit planning
- Maintain a lessons-learned repository accessible to all Key Personnel and the COR
- Feed recurring themes from lessons learned into the training feedback loop managed by the Deputy PM
Quarterly Performance Brief Content Development:
- Develop content packages for Quarterly Performance Briefs delivered to ACC leadership
- Coordinate with the Data Analyst to extract KPI data from the Performance Dashboard and translate metrics into executive narratives
- Draft success story slides, ROI summaries, and adoption trend analyses
- Prepare briefing appendices including solution catalog updates, training completion statistics, and wing visit schedules
- Coordinate PM review and COR approval of all briefing materials 5+ business days before scheduled briefs
Stakeholder Engagement & Communication Coordination:
- Serve as the primary point of contact for wing Public Affairs Offices (PAOs) coordinating adoption messaging and success story releases
- Facilitate quarterly virtual user forums connecting trained Airmen across ACC (in coordination with Deputy PM)
- Coordinate annual in-person roadshows at major ACC installations to build communities of practice
- Manage stakeholder distribution lists, communication preferences, and feedback channels
- Track stakeholder engagement metrics and report trends in monthly status reports

Minimum Qualifications, Certifications, and Platform Credentials:
Security Clearance:
- Secret (T3) clearance - Required at contract start
- Must be eligible for facility access at Joint Base Langley-Eustis
Experience:
- 4+ years of knowledge management and stakeholder communications experience in DoD or federal government environments
- Proven track record supporting DoD governance bodies including working groups, data councils, steering committees, or change control boards
- Experience developing executive-level briefing materials, decision papers, and strategic communications
- Demonstrated success managing enterprise knowledge repositories with 100+ users
Certifications (Required):
- CompTIA Security+ (DoD 8140.03 baseline) - Required
Platform Proficiency (Required):
- SharePoint or Confluence administration - Required (must have hands-on experience configuring sites, managing permissions, and organizing content libraries)
- Advanced proficiency with Microsoft Office Suite (Word, PowerPoint, Excel)
- Experience with DAF365 collaboration environment strongly preferred
- Familiarity with Microsoft Teams, OneDrive, and Power Platform for knowledge sharing
Core Competencies:
- Exceptional written communication skills with ability to translate technical concepts for executive audiences

Preferred Qualifications:
- Knowledge Management certification (KM Professional, Certified Knowledge Manager, or equivalent)
- Experience supporting Air Force or ACC organizations
- Background in instructional design, technical writing, or adult education
- Familiarity with AI/ML, RPA, or data analytics concepts (technical implementation not required)
- Previous work supporting organizational change management or technology adoption initiatives
- Understanding of DoD Public Affairs protocols and clearance review processes
- Experience with data visualization tools (Power BI, Tableau) for stakeholder reporting
