Duties

The primary purpose of this position is: To serve as a specialist and the technical expert on complex and sophisticated systems/equipment to support the 465L Strategic Automated Command and Control System (SACCS), the Port Expansion Processor (PEP), SACCS Desktop Terminal (SDT) and SACCS Portable Terminal (SPT). Coordinate and oversee modifications and special repairs on equipment assigned to the to Centralized Repair Activity (CRA). Oversee training and internal quality control for the CRA.
  • Evaluates and critiques maintenance techniques and procedures to increase equipment availability and maintenance proficiency.
  • Responsible for the CRA training program.
  • Accomplishes fault isolation, to component level, to identify malfunctions on all 465L SACCS equipment and PEP/SDT/SPT systems throughout their life cycle.
  • Analyzes all test equipment used to perform testing of faults and repairs on all SACCS equipment.

  • Must be able to obtain and maintain a Top Secret Clearance.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Services Series 1670

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; Reviewing and applying technical specifications and requirements; Analyzing equipment and forecasting spare parts requirements; Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; Analyzing contract specifications and examining pertinent equipment to determine if specifications are met; Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. Knowledge of a comprehensive range of maintenance concepts, principles, and practices related to the systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of assigned systems/equipment for application to difficult and complex situations and problems that have no clear precedent in order to oversee and implement a program involving the identification and resolution of difficult issues or problems such as determining systems/equipment deficiencies and appropriate resolutions. Ability to provide technical advice to senior leaders and maintenance technicians on assigned systems/equipment. Ability to interpret complex engineering drawings, specifications, and other technical data to perform detailed analysis on assigned systems/equipment. Ability to provide guidance and training to users and maintainers of systems/equipment.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of maintenance concepts, principles, and practices sufficient to support the 465LStrategic Automated Command and Control System (SACCS), the Port Expansion Processor (PEP), SACCS Desktop Terminal (SDT) and SACCS Portable Terminal (SPT).
  • Knowledge of required security and safety regulations, practices, and procedures.
  • Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
  • Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.
  • Ability to plan, organize, and reprioritize work to meet changing deadlines.
  • Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
